The Technical and Compliance Executive is a multifaceted executive responsible for the company's technical integrity, regulatory compliance, and operational efficiency. This role provides strategic leadership over all engineering and planning services, internal systems (
IT Support and Development
), project costing, and critical business process improvement, ensuring the organization scales effectively and profitably.
Key Responsibilities
A. Technical, Engineering & IT Leadership (Expanded)
Technical Oversight: Provide executive leadership and strategic direction for the Technical, Engineering, and Planning functions supporting Fibre-to-the-Home (FTTH), Fibre-to-the-Business (FTTB), and overall network maintenance.
Quality Assurance: Establish and enforce stringent quality control (QC) standards for all technical installations and maintenance activities.
IT and Systems Support: Oversee the strategic direction and daily functionality of the company's IT and Systems development. Ensure all internal enterprise systems (e.g., billing, CRM, ERP, network monitoring) are robust, secure, and fully support the operational teams.
Technology Roadmap: Define the technology roadmap for both the network and internal corporate systems, ensuring alignment with long-term business goals.
B. Process Optimization and Decision Support
Business Process Optimization: Lead initiatives to map, analyze, and re-engineer core business processes across the organization (from sales to service delivery) to enhance efficiency, reduce waste, and improve the customer experience.
Productivity Improvement: Champion projects focused on productivity improvement and operational excellence through technology integration, automation, and lean principles.
Decision Support Services: Establish frameworks and provide decision support services by ensuring the availability of timely, accurate, and relevant operational data and analytical tools for senior management to make informed strategic decisions.
C. Financial Control and Project Costing
Budgeting and Forecasting: Manage and control the department's finances, including the preparation, presentation, and monitoring of detailed annual operational budgets and multi-year financial forecasts.
New Project Costing (BOQ): Develop and maintain accurate Bill of Quantities (BOQ) and sophisticated costing models for all new projects to ensure competitive pricing and accurate capital expenditure planning.
D. Compliance, Safety, and Vetting
Health & Safety (H&S) Oversight: Serve as the accountable executive for Health & Safety. Develop, implement, and audit H&S policies to ensure full compliance with occupational safety regulations.
Contractor Vetting and Compliance: Oversee the entire contractor engagement process, including the stringent vetting and auditing of all third-party contractors to ensure adherence to technical, quality, and legal compliance mandates.
E. Human Resource Management
Team Leadership: Lead, mentor, and develop the management team across technical, planning, and IT functions, fostering a culture of technical excellence and accountability.
Resource Planning: Manage the department's human resource function, including strategic workforce planning, talent acquisition, performance management, and career development.
Key Competencies and Skills
Strategic Execution: Exceptional ability to translate high-level strategy into executable, measurable, and financially sound operational plans.
Technical & Commercial Acumen: Deep technical understanding of FTTX networks combined with strong financial literacy and commercial negotiation skills.
Leadership and Delegation: Proven ability to lead multi-disciplinary teams (technical, civil, financial, HR) and drive performance through accountability.
Risk and Compliance: Comprehensive knowledge of health & safety, environmental, and regulatory compliance, particularly regarding large-scale infrastructure projects.
Qualifications and Experience
Education: Bachelor's degree in engineering (Electrical/Telecommunications/Civil), Computer Science, or a related technical field. (Advantageous)
Experience: Minimum of 10 years of progressive management experience in the telecommunications or utility infrastructure sector, with a proven track record encompassing infrastructure, IT systems, and process improvement.
Expertise: Demonstrated expertise in FTTx network architecture, cost estimation/BOQ preparation, and leading major enterprise IT system implementation/support.
* Competence: Proven knowledge of Health & Safety legislation and processes, and experience with business process methodologies is preferred.
