Job Description


To define and enforce the requirements for the safety management through all the life cycle phases (concept, design, construction/manufacturing, testing/commissioning, operations & maintenance, modification, decommissioning, and disposal) and conduct research to ensure sustainable and safe railway systems for the country.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Bachelorxe2x80x99s degree in Civil Engineering or equivalent qualification. NQF 7.
  • Registered Professional Engineer /Technologist with ECSA.
  • 5 yearsxe2x80x99 experience in the railway engineering industry or operations environment.

THE FOLLOWING WILL PROVIDE FOR AN ADDED ADVANTAGE:
  • Qualification in Electrical Engineering
  • Excellent knowledge of railway in Telecoms (Passenger Information Systems) and Perway, Structures and Stations
  • In-depth knowledge of Telecoms and Electrical Engineering technologies and Perway, Structures and Stations

KNOWLEDGE AND EXPERTISE
  • Excellent knowledge of railway in Permanent Way /civil/structures (including stations).
  • Excellent knowledge of railway operators/industry.
  • Sound knowledge of railway operations.
  • In-depth knowledge of Perway and Civil Engineering technologies.
  • Sound knowledge of relevant railway legislation and government policies relating to the rail industry.
  • Knowledge of auditing systems, risk management and rail safety management systems.
  • Expertise in safety legislation and standards (ISO/SABS).
  • Sound knowledge of relevant railway legislation and government policies relating to the rail industry.
  • In-depth knowledge of the SANS 3000 series of standards.
  • Knowledge on how to identify and formulate the root cause of incidences.
  • Working knowledge of Communication and Negotiations.

KEY RESULTS AREAS
  • Research and investigate discipline related engineering problems associated with rail and recommend solutions.
  • Conduct benchmarking on industry technologies employees to better understand the future direction of technology.
  • Research current discipline related practices in the railway industry.
  • Validate the various technologies against national and international Standards and specifications.
  • Draw up reports with findings and recommendations.
  • Provide technical inputs to the amendments of standards and guidance documents as required in accordance with SABS legislations and RSR standards.
  • Provide input in the development of the draft technical manual requirements when requested.
  • Conduct discipline specific reviews of new technologies and rail works submitted by railway operators.
  • Conduct site inspections for new works and new technology development.
  • Conduct discipline specific technical studies if necessary, in order to provide advice.
  • Conduct investigations and /or inspections to understand the issue.
  • Conduct safety audits, inspections and investigations in order to support required RSR initiatives.
  • Discharge the powers of the inspector in terms of the act.
  • Provide discipline specific technical input to Legal Services for the drafting of regulations.
  • Initiate discipline specific technical requirements for the drafting of regulations.
  • Participating in joint interventions with key internal (operations and investigations) and external (operator specialists, Department of Labour, and inspectors) interfaces.
  • Maintaining a productive and cooperative working relationship within the industry through the ongoing promoting, monitoring and enforcing of safety.
  • Participate on the State of Safety Report engagements.
