This role will be for a Senior Quantity Surveyor for our Infrastructure sector. Our infrastructure sector covers Transport/Mobility (rail, sea port, airport, aviation), power generation and networks (including transmission and ICT infrastructure). This will be to support the Turner & Townsend South African business and the role is based in Johannesburg.



Key Responsibilities
- Leading the Cost / Commercial function as a subject matter expert including
- Cost estimating, benchmarking, data and insight
- Cost, Commercial and Assurance and Improvement
- Contract Management & Performance
- Commercial Intelligence, Estimating and Performance Assurance
- Commercial Change, Disputes and Claims Management
- Transforming Commercial Performance
- Setting-up new projects
- Developing the relevant CBS
- Providing oversight, review and assurance on:
- Estimation and negotiation of change orders throughout the construction lifecycle.
- Estimate and cost planning.
- Engagement with design services team and contractors, in the development of the cost estimates.
- Communication and engagement with Contractors and owner project manager in cost estimate update.
- Driving engineering priorities based on cost impact.
- Post contract cost variances and the change control processes.
- Cost impact / contingency management and commitment tracking logs.
- Funding data presentations and coordination of value engineering sessions with stakeholders.
- Manage cost checks and carry out valuations on larger projects. Complete timely, accurate cost checking and valuation processes.

You will also be responsible for taking a leadership role in:
Pre-Contract
- Developing cost plans and estimates through the design phase, delivering updated cost plans at appropriate design milestones.
- Providing commercial input to design optioneering and input into value engineering exercises.
- Reviewing contractor and subcontractor pricing and leading negotiations on behalf of the client to drive fair contract prices.

Post-Contract
- Performing quantity surveying, cost controls and change management activities throughout the project lifecycle.
- Ensuring that post-contract cost variances and change control processes are managed effectively.
- Ensuring that cost auditing and valuation work is managed effectively and that a robust process for cost validation is in place.
- Carrying out the production of monthly cost reports for presentation to the client.
- Ensuring that final accounts are negotiated and agreed in a timely manner.
- Compiling as built cost estimate records for benchmarking purposes.

Qualifications

Skills & Qualifications

- A recognised degree in Quantity Surveying with membership, professional registration.
- At least 10 yearsxe2x80x99 experience, and ideally at least 8 yearsxe2x80x99 cost management and cost control experience in infrastructure (mobility/transport, power) projects.
- Good knowledge and experience of Project Cost Management Systems.
- Experience in utilizing Excel advanced level, and high skilled in Microsoft Office suite.
- Experience in utilizing AutoCAD.
- Ability to demonstrate attention to detail.
- Team player with the ability to work with minimal supervision.
- Good command of written and spoken English with good report writing skills.
- Relevant successful experience of provision of estimating and/or QS services in a engineering environment to high profile or complex major projects or programmes.
- Knowledge of project management, planning, risk, and investment processes.
- A strong technical cost management or estimating competency is crucial.
- Must have knowledge in the use and benefits of cost management systems.
- Demonstrable experience in managing and leading large teams and successful setting and implementation of business strategy.

Regional travel may be required from time-to-time.
