The Security Technical Manager is accountable to the Security Manager of the Coega Development Corporation (Pty) Ltd



MANDATE

The Security Technical Manager's mandate would be derived from the Terms of Reference (T.O.R.) approved by the Executive Manager: Operations



DESCRIPTION

RESPONSIBILITIES AND OBLIGATIONS




The primary objective of this role is to ensure security technical management whereby current and future CCTVs technical impact assessment issues are dealt with efficiency and effectiveness thereby ensuring adherence to our local bylaws and ensuring a security coverage is always on acceptable standard for all within the SEZ and surroundings. Below are some requirements for the Security Technical Manager (STM) operational and functionalities however not limited to and as determined by the Security Manager:


Perform basic technical implementation tasks, such as customer configuration updates and reviewing the quality of customer integrations. Conducting TSCM surveys and inspections to monitor for evasive radio frequency signals and perform a wide variety of physical and technical security related functions at Abbott facilities inspecting for technical penetrations, hazards, and physical security weaknesses that could result in the unauthorized access to sensitive material and proprietary Intellectual Property belonging to CDC. Lead assessment and communication of top security risks Manage information security portfolio of initiatives and roadmap, including long term strategic initiatives short term projects. Manage high visibility cross-functional projects and ensure on-time execution and delivery. Build in transparency and efficiency in project execution, while leading prioritization, conflict resolution and continuous forward movement Ensure clear and periodic communication throughout project / program lifecycle to various internal and external stakeholders, including senior executives. Identify and generate metrics to measure value delivery and drive improvements. Manage vulnerability governance process across various Engineering and IT teams. Drive process improvements across the various security and external teams Implements and oversees processes, programs, and tools to support information assurance, regulatory compliance with the 3rd party/vendor risk management team, and executes internal control, governance, and risk management activities to ensure secure delivery of internal initiatives. Monitors and analyzes technology risk trends and advises IT and business management regarding appropriate IT policies, procedures, and practices with the goal of safeguarding information assets, strengthening internal operations, and achieving strategic objectives. Leads, develops, and maintains the Physical Security IT risk management strategy. Ensure all software propriety systems procurement for CDC Physical security operations. Liaison with local emergency authorities and propose technical solutions on crime related matters affecting the SEZ. To update management and resolve any technical systems failure within the relevant priority fix and repairs guidelines. Update and maintain new and current system software to commission new and existing project. Use technical engineering concepts including software to trouble shoot complex faults with aim of ensuring systems down time is minimum. Responsible for several components of project or a complex component of a larger project. Fully developed professional able to work without direct guidance or daily direction from others. Works independently applying in-depth knowledge of multiple Information Security technologies (IDS/Firewalls/Anomaly Detection), as appropriate. Performs sophisticated analysis of Information Security related logs and log data to surface potential Information Security risk and concerns for resolution. Have the ability to identify business problems and work across organisational boundaries and develop program/product technology strategies. Have a technical consulting background and experience, driving programs via communicating and influencing internal stakeholders, external customers, partners, system owners, and/or technology partners. Be comfortable working within a fast pace, fast changing dynamic environment to complete objectives/ goals. Have a strong understanding of security/cyber principles and associated technology risk management. Experience in designing and implementing an overall security architecture (e.g., logical, physical, system integration). Strong experience in solutions design, defining and/or implementing security technologies, and solutions to deliver information security & other IT capabilities across multiple layers of the IT architecture. Threat Intelligence and Modelling. Security technologies (e.g., firewalls, security event monitoring, intrusion detection and prevention, malware detection). Application security System Development Life Cycle (SDLC). Software programming, new product design and development. Compilation of detailed product specifications documents and recommendation for acquisitions of security systems both software and hardware. Prepare monthly reports on technical issues, damages, and redundant security systems. Monitor all installations, maintenance, repairs and provide timeous report. Digitisation of all security working documents.

STANDARD COMPLIANCE DUTIES




Furthermore, the incumbent has to be aware that:




You are aware of and have access to the CDC's SHEMS. You are aware of your responsibilities and duties as laid out in the CDC's SHEMS. You are aware that you work in a safe and environmentally friendly manner. You ensure that the company's housekeeping standards are maintained throughout your area of responsibility. You report any unsafe conditions or acts which you cannot rectify yourself to your SHE representative or to the Senior SHE Project Manager as soon as possible. You report all SHE incidents which occur within your area of responsibility promptly and in the correct format. You are totally familiar with your responsibilities in terms of the CDC's emergency plan. You communicate to the Senior SHE Project Manager any required changes to the SHEMS prior to implementing these changes. You timeously complete and correctly record any corrective action which needs to be taken to rectify a SHE matters. You give full co-operation to, and participate in (as required), the CDC's internal and external SHEMS audits.

You have the authority to:




Immediately stop any person(s) on CDC property from committing an unsafe or destructive act or omission. Take whatever immediate steps you deem necessary to prevent injury or environmental damage when confronted with an unsafe or destructive condition.

You shall not, without the written permission of the CEO, be directly or indirectly employed for gain in any business or pursuit other than that of the CDC. Such permission will be granted only if the CEO is satisfied that the activity is not in conflict with the CDC's interests, and that the Employee's ability to fulfil his/her duties to the CEO satisfaction will not be impaired. It is conditional that you and/or no immediate relative or member of my household be employed by an organisation in direct competition with the CDC, without the CDC's written approval. The CDC reserves the right to enquire as to the place of employment of my spouse or any member of my household. You will abide by the CDC Code of Conduct and Ethics Policy which seeks to codify the expected ethical behavior from me, to meet the ideal of good corporate governance.

COMPETENCIES AND REQUIREMENTS




National Diploma in Computer Science, Information Systems Management, Engineering, any related technical field of study or equivalent; Minimum of 5 years' experience in a similar environment; A minimum of code 08 Driver's Licence; PSIRA registered; Knowledge of Physical Security Information Management Systems (PSIMS) - (Access/IDS/CCTV/AI); Computer Literacy and Administration skills; Excellent problem-solving skills; Good communication and interpersonal skills; Strong attention to detail and well organized.
