Our client is a leading engineering, procurement, and construction (EPC) company specializing in the design, construction, and commissioning of power transmission and renewable energy infrastructure across Africa. With a proven track record in high-voltage transmission lines, substations, and grid integration projects, the company plays a pivotal role in strengthening energy networks and supporting the transition toward sustainable power systems.
The Quantity Surveyor will be responsible for providing full commercial and cost management support throughout the planning, execution, and close-out phases of power transmission infrastructure projects, including high-voltage substations, transmission lines, and associated civil and electrical works. The role ensures that all project costs are accurately estimated, monitored, and controlled in line with contractual obligations and SACPCMP professional standards.
Key Responsibilities:
1. Pre-Contract / Tendering
Prepare detailed Bills of Quantities (BoQ), cost estimates, and tender documents for HV/MV transmission and substation projects.
Conduct quantity take-offs from engineering drawings and specifications.
Support bid preparation, cost benchmarking, and value engineering analysis.
Engage with suppliers and subcontractors to obtain competitive pricing.
Identify and quantify project risks and assist in developing cost contingencies.
2. Contract Administration & Commercial Management
Administer and manage project contracts in accordance with FIDIC, NEC, or GCC conditions of contract.
Evaluate and prepare variation orders, claims, and contractual correspondence.
Review subcontractor agreements and manage their commercial performance.
Ensure compliance with SACPCMP guidelines and internal cost management procedures.
Maintain a detailed record of all contractual and financial activities for audit purposes.
3. Cost Control & Reporting
Track project expenditures, forecasts, and cash flow performance.
Prepare monthly cost and value reconciliation reports.
Support project managers in financial planning and change management processes.
Evaluate project cost impacts resulting from engineering changes or scope adjustments.
Conduct final account settlements and close-out documentation.
4. Stakeholder Coordination
Work collaboratively with engineers, planners, and procurement teams to ensure alignment between technical and commercial scopes.
Liaise with clients (e.g., Eskom, IPPs, or utilities) on cost and contract matters.
Provide regular updates to senior management on project financial health and risks.
Qualifications and Experience:
National Diploma / BTech / BSc in Quantity Surveying or Construction Economics.
Professional registration with SACPCMP as a Candidate Construction Project Manager or Professional Construction Project Manager (PrCPM) - mandatory.
Minimum 5-10 years' experience in infrastructure, energy, or transmission line projects.
Proven experience in EPC/ EPCM environments for 132kV-400kV transmission lines, substations, or renewable grid connection projects.
Strong knowledge of FiDIC, NEC, and GCC contracts.
Proficient in cost management and estimating software (e.g., Candy CCS, Excel, or SAP).
Key Skills and Competencies:
Strong understanding of cost planning, estimation, and contract administration.
Excellent knowledge of construction methodologies in electrical and civil works for transmission projects.
High proficiency in contractual correspondence and claims preparation.
Sound commercial acumen and negotiation ability.
Strong analytical and problem-solving skills.
Effective communicator across multidisciplinary project teams.
Ability to work independently in site-based or remote project environments.
Advantageous:
Registered with SACQSP (PrQS or CQS) in addition to SACPCMP.
Experience with Transmission or Distribution projects.
Familiarity with renewable energy grid interconnection projects.
Knowledge of Primavera P6, Power BI, or project cost dashboards.
Experience working under ISO and SHEQ-compliant environments.
