Job Description


The Project Officer will manage the implementation and quality of direct service delivery of m2m's subaward with BroadReach Healthcare (USAID's prime implementing partner) - at 10 health facilities and in surrounding communities in the Nkangala and Gert Sibande Districts of Mpumalanga. Under supervision of m2m's Deputy Chief of Party, the role will provide roving support for implementation of OVC case management activities and supervise frontline and linkage staff within their assigned portfolio; train and implement capacity building plans for the field staff; and collaborate with other managers, under the m2m Children and Adolescents are My Priority (CHAMP) project. The position will be responsible for monitoring and reporting targets related to case finding, retention, and bidirectional referrals for the most vulnerable children living with HIV in three subdistricts and contribute to key deliverables over the PEPFAR implementing year (Jan - Sept 30, 2024). The Project Officer will work closely with PEPFAR and government partners at provincial, district, and sub-district levels (Depts of Health, Social Development, and Education) to ensure success of the subaward.

This position will be based in either Nkangala or Gert Sibande District of Mpumalanga and work will be primarily performed in the subdistricts of Thembisile Hani, Lekwa, and Dipaleseng. The position reports to the m2m CHAMP Deputy Chief of Party.

Key Performance Areas:
Project Implementation:

  • Manage all aspects of direct service delivery programme implementation at health facility and community level, ensuring quality service delivery to clients.
  • Manage the use of client management tools (pediatric support groups, OVC comprehensive case management, bidirectional referrals)
  • Manage integration of case finding r services into the health facilities and community activities and support bi-directional linkages between both platforms. Build and maintain strong relationships with health facility staff and key implementing partners working in the health facilities and the community, to maximise retention in care and adherence to treatment.
  • Develop and implement district management workplan.
  • Manage performance (line management) of frontline staff including work schedules and leave. Liaise with HR to address site-level human resource issues.
  • Mentor frontline staff on OVC Case Management processes and peer-led processes to identify, refer, and retain children living with HIV in line with targets at each health facility, including provision of supportive supervision at site level for programming and M&E.
  • Develop/contribute to project and internal workplans, reports, and other deliverables. Provide input into budget development and support monitoring of project expenditure.
  • Manage project tools and resources as site level.
Performance Monitoring and Improvement:
  • Conduct on-site supervision and monitoring activities and monthly quality improvement and performance monitoring meetings at site level.
  • Monitor monthly facility and community-level data, compile and assess areas for quality/service improvement. With DCoP and support from m2m CHAMP managers, develop and implement subdistrict improvement plans, roll-out interventions to promote continued service integration, quality and effectiveness (where needed).
  • Liaise with SI team to assess site performance and implement joint interventions as required.
Training and Capacity Building:
  • Develop training and capacity building plans based on project needs and workplan.
  • Conduct capacity building of site staff in paediatric adherence education and USAID OVC Comprehensive Case Management processes/tools
  • Contribute to/facilitate pre- service trainings.
  • Develop training reports and maintain training records.
  • Monitor and assess impact of training and capacity building efforts, in coordination with M&E
Stakeholder Engagement:
  • Represent m2m in district coordinating forums.
  • Manage strategic relationships with provincial and district departments and other implementing partners/stakeholders, in tandem with DCOP.
  • Coordinate and support site visits from the prime partner and/or donor
Job Requirements

Qualifications and Experience:
Degree or equivalent experience in health, social sciences or related field
Approximately five years' field experience in community public health work with a focus on HIV/AIDS programming, with at least two years in a supervisory or capacity development role
Strong technical knowledge of paediatric HIV and adherence /disclosure
Experience building and maintaining relationships and partnerships with key stakeholders.
Experience working with PEPFAR, USAID, DOH, DSD, and DBE
Experience in drafting workplans, reports, and other SI/programme deliverables
Experience coordinating health related programming in resource limited settings.
Experience in quality assurance and quality improvement
Experience in coordinating, updating, and delivering/facilitating training for site-level staff.
Experience in on-site capacity development and/or supervision using programmatic tools.
Experience working within provincial and district health systems in Mpumalanga Province, experience with lay health care workers and peer educators preferred.
Familiarity with project management approach including workplan and basic human resource management.
