Purpose of the position

The Project Manager - Operation Phuthuma Project: provides Technical Assistance (TA) functions for the planning, execution, and management of Operation Phuthuma and other projects to be determined by the DoH Chief Director HAST, using credible scientific health profiling and health programmes performance reviews and compilation of relevant reports for the Chief Director -HAST and Oversight Bodies. The position encompasses advanced project analytical work in public, NGO, and private partners' service provider health sector platforms. The incumbent will also collaborate with relevant programmes managers in designing and implementing capacity building measures to improve managerial and project management competencies desired for the attainment of health outcomes.

Key Accountabilities

• Provide TA functions for the planning, execution, and management of Operation Phuthuma and other projects to be determined by the Chief Director HAST.
• Applying credible scientific health profiling, situational analyses, project management tools and relevant health planning methodologies to impact on service delivery.
• Use analytics expertise to deal with numbers from diverse sources including non-TIER number, analyse them not only in isolation but do cross-tabulations on how certain aspects impacts on others in respect to programmes/project performance and to portray these in graphs, heat maps., trend charts, etc.
• Participate in HAST and Strategic Health Programmes Performance Reviews processes.
• Elicit and extract relevant information needed for the compilation of strategic reports for the Chief Director - HAST and key Oversight Bodies (Portfolio Committee on Health, SCOPA, Auditor General, etc.)
• Collaborate with other Health Directorate to ensure promotion and marketing of Operation Phuthuma and other Projects to be determined by the DoH Chief director.
• Provide TA on the use of health informatics for projects design, initiation, implementation and oversight for Operation Phuthuma and other health projects.
• Collaborate with relevant programmes managers in designing and implementing capacity building measures to improve managerial and project management competencies desired for the attainment of health outcomes.

Qualifications

Essential qualifications

• Health Sciences Degree in a clinical discipline

Desirable qualifications

• Master's degree in public health, MMed or MPhill - PHC

Experience & skills

• Significant Project Management Experience
• 5 to 8 years' relevant experience in the field of infectious diseases, covering HIV/AIDS and TB as well as key Disease Outbreaks involving the use of health profiling techniques and analysis.
• The ability to engage at a senior level, run occasional meetings in the absence of the DoH champion, and draft communication on the project needs, direction and progress
• Understanding of the HAST programme IN-DEPTH, not superficially. In terms of the cascades in HIV and TB and prevention of both, how the various pieces interface, their evolution over time and how programmatic approach needed / needs to evolve with that.
• Strong computer background with proficiency in MS-Office
• In depth understanding of public and private health measurements paradigms
• Proficient in public health policy and programme review
• Experience applying data management techniques and procedures to support production of quality analysis-ready, large complex datasets.
• Knowledgeable in assuring data quality and validation
• Ability to evaluate reliability of source information, adjusts and weighs raw data, and organizes results.
• Experience in computer and statistical modelling
