Job Description

The Project Accountant is accountable to the office of the Chief Financial Officer (CFO) of the Coega Development Corporation (CDC).



MANDATE

The Project Accountant is mandated by the CFO to take responsibility for all aspects of project related Finance matters of the CDC.



DESCRIPTION

RESPONSIBILITIES AND OBLIGATIONS




The primary objective of the Project Accountant is to maintain adequate and proper project accounting records. Furthermore, the Project Accountant is responsible for co-ordination of submissions and reports relating to the project related matters of the CDC. In pursuance of this primary objective, the Project Accountant is required to:


Project Management and Risk




Set-up projects/programme reporting framework as per client SDA; Review and enhance programme internal controls; Provide advisory support to the Project Management team and Programme Directors.

Budgeting and Financial Management




CAPEX Forecasting, short and long term (Monthly, Quarterly, Annually, 3 year MTEF (medium term expenditure forecast); OPEX Budget preparation and co-ordination with business units up to approval stage (Targets and Profitability Forecast); Ensure Accurate Expense Capitalization; Prepare and maintain the client's commitment registers; Prepare management fees billing and collection; Preparation and Submission of Funding applications to the client departments; Ensuring Budgets are aligned to the Strategic Plan;

Financial Reporting and Audit Coordination




Reporting internally to management and externally to the Board Audit and Finance Committee and to shareholders, and to the authorities; Preparing quarterly reports to various funding agencies, including the National Treasury; Preparation of adhoc/monthly reports requested by the funding agencies; Attending meetings / briefing sessions requested by the funding agencies; Cashflow analysis and projections; Financial compliance with the Companies Act and the PFMA; Maintaining the General Ledger accounts of the programmes; Preparing reconciliations of accounts of the programme; Preparation of commitment and audit files for internal and external submissions.

Team Management




Manage and supervise a team of Bookkeepers.

Furthermore, you are to ensure that:


You are aware of and have access to the CDC's SHEMS; You are aware of your responsibilities and duties as laid out in the CDC's SHEMS; You are aware that you work in a safe and environmentally friendly manner; You ensure that the company's housekeeping standards are maintained throughout your area of responsibility; You report any unsafe conditions or acts which you cannot rectify yourself to your SHE representative or to the Senior SHE Project Manager as soon as possible; You report all SHE incidents which occur within your area of responsibility promptly and in the correct format; You are totally familiar with your responsibilities in terms of the CDC's emergency plan; You communicate to the Senior SHE Project Manager any required changes to the SHEMS prior to implementing these changes; You timeously complete and correctly record any corrective action which needs to be taken in order to rectify a SHE matter; You give full co-operation to, and participate in (as required), the CDC's internal and external SHEMS audits.

You have the authority to:


Immediately stop any person(s) on CDC property from committing an unsafe or destructive act or omission; Take whatever immediate steps you deem necessary to prevent injury or environmental damage when confronted with an unsafe or destructive condition.

REQUIREMENTS




Degree in BCom: Accounting, any related or equivalent; Post graduate qualification in Accounting; Completed articles; Minimum of 3 years' experience in Project Financial Management with 5 year in Financial Management; Experience in working on an ERP system (Oracle would be advantageous); Highly skilled - Excel, Power Point, Word and other planning tools advantageous; Experience in Project Finance would be advantageous; Experience working in a high paced project environment would be advantageous; Working knowledge of PFMA and Supply Chain legislation would be advantageous; Experience in bulk invoicing and processing; Strong Microsoft Office suite skills and proficiency; Excellent written and oral communication skills; Strong analytical ability, attention to detail & deadline driven; Maintain positive working relationships with both internal and external stakeholders;

PERFOMANCE INDICATORS




Performance is monitored regularly by the Senior Manager: Project Accounting, by reference to Key Performance Indicators and Balanced Scorecard.
