The Wits RHI Key Populations Programme is supporting the Department of Health to create key populations-friendly health facilities
This position will provide strategic development, oversight, and management of programme implementation in seven health districts
Location:
Parktown, Johannesburg
Key performance areas:
Communicate, promote, and support the implementation of the Key Populations Centres of Excellence project at district, sub-district, and facility levels
Coordinate the development of district implementation plans and other strategic programme documents for effective programme implementation
Conduct regular meetings with the Centres of Excellence and Key Populations team to ensure outputs are delivered and to review progress on implementation plan
Provide programme implementation guidance and support to facility managers and team members to ensure delivery of programme activities according to timelines and budgets
Perform regular management audits of district sites to identify good practices and identify and address gaps
Implement appropriate programme management processes to ensure delivery of programme targets with a specific focus on aspects of sustainability as the programme matures
Identify the needs of the programme at a district level and motivate the resources required
Support the development of programme tools such as SOPs and technical guidelines
Coordinate and troubleshoot all programme-related activities
Collaborate with Senior Management and Clinical Mentors to identify CoE training and mentoring needs
Support the development and roll-out of the provincial training/mentoring plan, including conducting training of trainers (as applicable)
Contribute to the monitoring of the quality of training/mentoring at the district level
Provide relevant coaching, mentoring, feedback, and support to the district teams
Participate in ongoing mentorship programmes initiated by other WRHI stakeholders
Evaluate the effectiveness of training/mentoring by obtaining feedback from stakeholders and/or relevant assessments
Review and monitor programme budgets; identify areas of underspend and overspend risks
Support and monitor staff allocation for demand creation, linkage to care and other services including support for subcontractors
Support administrative processes related to recruitment and retention of site staff
Lead or coordinate the implementation of additional programmes or requests for information emanating from USAID/PEPFAR at the district level
Report monthly on key achievements, challenges, and any anecdotal success stories
Coordinate and support the Wits RHI district teams, ensuring that communication between the site-level teams is optimal and that programme activities are coordinated and leveraged
Support activities that promote and advocate Centres of Excellence at DOH health facilities
Maintain close communication with the Wits RHI M&E team to ensure adequate and regular reporting and documenting lessons learnt and success stories
Analyse sub-district data and monitor reach against the targets
Support the reporting process to the donor and DOH
Develop and effectively manage relationships with external stakeholders including DOH, DSD, donors, and partners
Serve as a provincial representative of the CoE Programme on external forums/working groups in the province(s)
Coordinate programme activities with external agencies such as public health, NGO partners, regulatory bodies, donor monitoring and auditing agencies and others as necessary
Attend to all staffing requirements and administration
Supervise and manage line reporting in keeping with Wits RHI policies and procedures
Supervise and manage the duties of supervisees to ensure optimal staff utilisation and maintenance of sound labour relations
Perform and facilitate performance assessments
Identify substandard performance by team members and take necessary corrective action
Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organisation
Promote harmony, teamwork and sharing of information
Provide day-to-day support to all programme staff
Take ownership and accountability for tasks and demonstrate effective self-management
Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained
Maintain a positive attitude and respond openly to feedback
Take ownership of driving your own career development by participating in ongoing training and development activities such as forums, conferences, policy-setting workshops, etc.
Required minimum education and training:
Postgraduate Degree or equivalent in Development Studies, Social Science, Public Health, Education, Management, or related fields
Required minimum work experience:
7 to 10 years of experience in a Management role in the Public Health field
Experience working in Health, HIV/AIDS, and Key Populations programmes
Desirable additional education, work experience and personal abilities:
Positive, energetic team leader with an ability to adapt to complex situations
Understanding of HIV and SRH services including HIV and PrEP, Gender Based Violence (GBV) and Gender-Affirming Health Care (hormone treatment)
Knowledge of DOH guidelines and policies related to HTS, HIV prevention and treatment, STIs & TB
Experience with management of multiple stakeholders
Experience in working with SAG ministries (DBE, DSD, DOH) and other government departments
Experience with donor-funded programmes, in particular, PEPFAR/USAID
Able to work independently and as part of a multi-disciplinary team
Demonstrated leadership and team-building skills
Adaptable, and willing to take initiative
Understanding of budget management
Strong organizational skills with an accurate approach to work, and attention to detail
Excellent written and oral communication skills in English, including report writing and presentation skills
Advanced Microsoft Office skills
