Job Summary

Urgently looking for an experienced Operations Manager: Service Assets- Software to provide management expertise in all aspects of the administrative, financial, capital, and operations of the assigned software portfolio. S/he should have extensive knowledge of managing Software Contracts and a deep understanding of all Software licensing models. S/he should have good people skills to assist with engagements with suppliers in order to derive maximum benefits from Software contracts. Executed effectively, this role will make sure the Service Assets Software team responsible for managing SARS Software assets, do so effectively and efficiently.

Job Purpose

To plan, manage and monitor the implementation of area-specific activities and end-to-end processes, by managing and controlling the fixed assets in compliance with procedures as required by the PFMA and Treasury Regulations, in order to deliver on approved operational plans and to continuously enhance service delivery.

Education and Experience

Minimum Qualification & Experience Required

Relevant Bachelor's Degree / Advanced Diploma (NQF 7) AND 5-7 years experience in a Software Asset Management environment, of which 1 year ideally at the supervisory level

OR

Senior Certificate (NQF 4) AND Relevant IT Qualification (s) / Certification (s), AND 5-7 years experience in a Software Asset Management environment AND additional requirements specified in Min Functional requirements, where applicable.

Senior Certificate (NQF 4) AND 10 years of Software Asset Management experience.

Job Outputs:

Process

  • Responsible for the daily and long-term strategic management of software assets within the assigned portfolio, including building relationships with 3rd party suppliers to maximize contract offerings.
  • Provide support to technical teams and ensure adherence to Policies by maintaining and monitoring service assets in accordance with SARS Policies and Procedures.
  • Provide financial expertise to SARS personnel responsible for procurement of IT Software Assets
  • Managing software assets within the Asset Register to ensure SARS accurate financial statements thereby minimizing audit findings and compliance risk.
  • Managing software products within the Library system to provide accurate operational software information to internal technical support groups and software vendors where necessary
  • Provide effective operational stewardship of Software assets deployed within the IT environment.
  • Provide expertise in understanding Product Use Rights License terms and conditions and contractual entitlements for software products and manufacturers.
  • Managing software compliance to avoid financial and compliance risks to the organization resulting from non-compliance, penalties, and possible litigation.
  • Provide financial expertise within the IT environment to assist technical teams in managing IT Software assets.
  • Accumulate information to report on work progress and use for decision-making purposes and the identification of improvement opportunities.
  • Apply discretion and judgment to diagnose symptoms, causes, and effects and to make decisions to overcome problems and to provide solutions.
  • Deploy resources appropriately and anticipate and resolve problems to ensure that tactical targets are achieved within agreed deadlines & standards.
  • Ensure procedures, policies and mandates are clearly understood and complied with.
  • Ensure the development, alignment, and implementation of end-to-end processes within the area of accountability for continuous process improvement.
  • Implement change & provide guidelines to direct reports defining the impact of change, the change itself & new requirements as a result of the change.
  • Implement resource plans in line with delivery and performance objectives, on budget, and in partnership with specialized areas.
  • Link and communicate unit's objectives back to mandate, schedule and prioritize activities and allocate work to meet identified work outputs.
  • Manage a work function or unit by focusing on the delivery and achievement of set objectives within specified time frames, costs, and standards.
  • Plan and organize multiple work outputs by assigning priorities and continuously reviewing objectives and goals.
  • Provide input into the development of the tactical strategy as well as develop and implement a supporting operational strategy.
  • Apply the necessary discretion and judgment in making decisions and overcoming obstacles in order to attain set goals and objectives for areas of accountability.
  • Frequently report on the progress of the unit and or team against pre-defined objectives and standards, ensuring an accurate representation of facts.
  • Ensure that the asset register is continuously updated to reflect the movement of assets.

  • Implement and use governance & compliance procedures & processes effectively to identify and manage risks and expose previously unknown liabilities.
  • Understand and implement governance control processes and role segregation requirements in the area of accountability.
  • Implement risk management, governance, and compliance policies and processes to identify and manage risks and expose liabilities.
  • Apply risk management, loss containment, and governance processes as required in the area of accountability and escalate issues as required.

  • Draw up a budget aligned to operational delivery plans, and monitor and report on variances.
  • Implement, manage and report on cost improvement objectives and communicate or escalate any shortfalls.
  • Ensure team's adherence to specified policies, standards & procedures to prevent & reduce wastage of financial resources & escalate associated risk.
