Purpose of the position:
The Monitoring and Evaluation Officer will support the implementation of MERL activities for the Global Fund TB/HIV and related grant activities.
Minimum Requirements
Education
Bachelors degree or equivalent qualification in M&E, information technology, Public health, data management or statistics.
Experience:
At least four years' experience in HIV and/or TB programming and related underlying health issues, with a specific focus on M&E.
Demonstrated experience in data management and reporting systems including tools development, data capturing, analysis and report writing.
Experience of working in Global Fund, PEPFAR or other donor funded projects is desirable.
Good understanding and experience in using NDOH information management systems like the District Health Information System (DHIS), Tier.Net, Health Patient Registration System (HPRS), Electronic Drug Resistance Register (EDRWEB)) would be an added advantage.
Proficiency in verbal and written communication skills.
A valid driver's license is essential.
Duties and Responsibilities
Work closely with the MERL team, program team leads and data management staff to ensure HIV/TB and underlying health conditions, data management processes and M&E systems are managed in line with Department of Health (DOH) information management guidelines, policies and procedures as well as Global Fund (GF) reporting requirements.
Report on Sub-Recipient (SR) performance indicators and monitoring frameworks.
Collate SR monthly and quarterly progress reporting.
Facilitate training and capacity development to enable the SR MERL Team.
Participate in performance indicators, On-Site Data Verification (OSD) and DQA audits.
Provide inputs towards the monitoring of activities, outputs and outcomes and validity of information.
Lead the overall implementation of HIV/TB as well as underlying health conditions M&E activities and provide the overall leadership and management of all district program performance reporting, and M&E.
Assist with the development and implementation of learning agenda to inform the PR and other stakeholders about the lessons learned from grant activities.
Assist with the development of a grant work plan, data collection instruments and tracking progress against the set grant targets.
Provide MERL technical assistance on data analytics, reporting and data utilization for decision making to the district, sub-district and facility levels through mentorship and training.
Strengthening and capacity building on existing national health information systems such as EDR.Web, TIER.Net, DHIS, HPRS and other systems to enhance data visibility via dashboards and cascade analysis to enhance programme improvement.
* Participate in district and sub-district MERL meetings, workshops and discussions to provide ongoing technical support.
