The Monitoring and Evaluation (M&E) Officer at Afrika Tikkun will implement Monitoring, Evaluation, and Learning (MEL) activities to improve program outcomes.


This involves ongoing monitoring for efficiency and effectiveness, conducting ethical evaluations using participatory methods, collecting and analyzing quality data, and communicating findings through reports and presentations to facilitate learning and inform strategic planning. The role also includes ensuring quality assurance, providing technical assistance to staff and partners on MEL implementation, and managing M&E processes for digital content.

Responsibilities

Implementation of M&E and Coordination:



Assist with the development of tools and instruments used to monitor and evaluate programme data. Work closely with the Programme leads to ensure the utility of the M&E tools and instruments. Collect data on a regular basis to measure achievements against the performance indicators. Check data quality with partners. Maintain and administer the M&E database, analyze and aggregate findings. Support project progress reporting, project mid-term review and final evaluation. Identify areas where technical support to project partners is required. Organise refresher training on M&E for staff and partners as required. Identify lessons learned based on qualitative and quantitative outputs of the project. Provide advice to the supervisor on project performance using M&E findings. Developing tools and processes for digital content.

Communication:



Produce reports on M&E findings and prepare presentations based on M&E data as required. Provide the project team and management with the information they may require. Check that monitoring data is discussed in appropriate forums and in a timely fashion regarding implications for future action. If necessary, create such discussions to fill any gaps. Perform other duties as may be assigned by the executive and manager.

Qualifications and Experience:



A postgraduate qualification, preferably in Development Studies, Social Sciences or Public Health (MSc). Postgraduate Advanced Certificate in M&E, Statistics or Economics will be advantageous. Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages. Experience in designing and managing beneficiary monitoring and database systems. Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans. Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies. Experience in planning and managing surveys. Experience in developing and refining data collection tools. Experience with data quality assessments and oversight. Experience in managing and providing training to partners and target beneficiaries. Ability to facilitate and serve as project liaison for externally managed evaluations. Experience with quantitative and/or qualitative analysis packages (e.g., SPSS, Stata, Statistica, Atlas TI, etc.). Experience in the monitoring and evaluation of social services, youth development and /or education.

Required Skills:



Knowledge and ability to ensure inclusion in various areas (gender, sexuality, disability, etc.). Ability to coordinate evaluation activities across multiple teams, build collaborative relationships and build evaluation capacity among programme staff. Ability to work with children and youth. Strong mixed methods research skills, including emphasis on collecting primary data using participatory approaches that complement programme implementation. Demonstrated ability to produce high-quality evaluation outputs. Skill in presenting and communicating evaluation outputs effectively. Excellent written and spoken command of English. Additional languages are an advantage.
