Job Description

EISA Scheduling and Monitoring for occupational qualifications and trades




Annual calendar of assessments approved and published within SOP turnaround times for all registered OQs Applications for serial numbers processed and issued for trade testing Demand for EISA assessed and analysed monthly to confirm scheduling with the QCTO and ACs informed by learner volumes and locations Preparedness of ACs and DQP to disseminate assessment tool facilitated within SOP turnaround times Scheduled assessments monitored, marking of learner scripts by assessment centre markers overseen in line with the approved QCTO assessment policies and guidelines Irregularities identified during EISA escalated and handled in line with the QCTO guidelines, policy, and approved business process/ SoP Learner achievements moderated, learner certification recommended, and certificates disseminated to SDPs, ACs, and learners in line with policy, guidelines, and approved business process/ SoP Provisional quarterly assessment dates well known to guide planning and implementation TTCs enabled to schedule trade testing via NAMB as the QP for trades ACs capacitated, contracted, and Human Resources subcontracted for actual demand Enabling environment facilitated for successfully implemented EISA ensuring compliance with assessment standards and guidelines Irregularities free assessments/ assessments conducted with minimal incidents Moderation and certification of learners post assessments effectively facilitated to enable employment and self-employment Accountability through reporting and lessons learnt for continual improvement in reviewing SOPs and implementation tools



External Moderation for HQs



Enrolment of learners for external moderation quality assured, tracked, and external moderation schedule maintained SDP readiness for external moderation established and evaluator allocation achieved considering volumes, location, etc. External moderation of learner achievements conducted in line with best practice, policy and guidelines, and approved business process/SoP Remedial learner achievement re-submissions, re-moderation are checked and approved in line with best practice, policy and guidelines, and approved business process/SoP Learner achievements and External Moderation reports are verified, and approved in line with best practice, policy and guidelines, and approved business process/SoP External moderation schedule that is proactive, responsive to demand, and enable organisational performance SDPs capacitated, evaluators allocated for actual demand Enabling environment facilitated for successfully external moderation ensuring compliance moderation standards and guidelines Accountability through reporting and lessons learnt for continual improvement in reviewing SOPs and implementation tools

Certification (Non-Trades)




Demand for certification verified, quality assured, and mapped against external moderation reports/LA numbers Provider accreditation and approval, unit standard alignment and compliance verified, and learner details checked, and verified for accuracy prior to certification Certificate re-issues are processed, verified against historical records, migrated to the LMIS, and approved prior to printing Learner certificates templates, formats, signatures, watermarks, security features etc., are checked for alignment to the approved corporate identity manual prior to printing Services SETA certificates printed, issued, and distributed in line with the approved policy, guidelines, SoP, and business process turnaround times Demand for certification effectively aligned to external moderation reports Percentage level of certification data accuracy Certification printing and re-issue requests processed timeously Services SETA certificates conform to CI manual and security requirements



Certification (Trades)




Demand for Trades certification verified, quality assured, and mapped resulting in issued serial numbers Learner serial numbers issued to learners for trade test tracked from issue to submission of results by TTC. Learner achievements to NAMB quality assured, submission tracked, and recorded for performance reporting Learner certificates received from NAMB tracked, recorded and distributed to SDP/TTC timeously Demand for certification effectively aligned to trade test reports TTR submission to NAMB conforms to the Trade Test Regulations Performance information listing and PoE stored safely and for easy retrieval to support audit Percentage level of certification data accuracy Certification printing and re-issue requests processed timeously Services SETA certificates printed, issued, and distributed in line with the approved policy, guidelines, SoP, and business process turnaround times


Bachelor's NQF Level 7 qualification, in Public and Development Management, Business Administration, or related fields Achievement of an ODETDP (Occupationally Directed Education, Training and Development Practitioner) qualification is an added advantage Minimum of 10 years' experience, of which at least 3 years must be at a supervisory level Experience within the PSET sector, qualification and curriculum development, and education and training quality assurance experience is an added advantage
