Job Description


Summary

The main purpose of the Human Capital Business Partner will be to maintain and conduct a broad knowledge of human resources functions ranging from onboarding, risk and compliance, training and development, industrial relations, compensation and benefits administration, payroll and management of the HRIS.

As a Human Capital Business Partner, you will be required to evaluate and identify human capital inefficiencies, recommend solutions, develop HR strategies and models, and provide advice on HR policies and best practices.

Training and Development:

  • Implement skills development and workplace learning to support organizational transformation and growth
  • Drive overall Sectoral Education and Training Authority (SETA) initiatives and processes including WSP collation and submission, and compliance to B-BBEE standards
  • Assist the Head of Human Capital with compiling documentation for discretionary grant applications to MICT SETA
  • Execute defined learning strategies and programs
  • Conduct training needs analysis and create agency Training Plan
  • Provide advice on best practice and industry practices with regards to training recommendations and facilitation
  • Implement various learning methods (e.g. coaching, job-shadowing, online training)
  • Plan and coordinate skills development interventions
  • Ensure training registers are utilised for recording of all training in preparation for reporting
  • Ensure proper record keeping of training supporting documents (Invoices, POPs, Certificates, Registers)
  • Ensure work back agreements are signed and filed before training commences
  • Ensure all internal and external training is captured for SETA & BBBEE audit purposes
  • Coordinate and manage the learnership recruitment and management process annually, building a pipeline of future leaders in the agency.
  • Collaborate with the student programs and talent acquisition teams to coordinate the recruitment and managing of internships and learnerships across the agency ensuring that exceptional talent is identified and retained throughout the organization.
  • Coordinate the annual B-BBEE Audit for the Employment Equity, Management Control and Skills Development elements.
  • Act as the internal skills development facilitator
  • Tracking internal and external training spend for BBBEE
  • Providing support to managers on suitable training interventions and where skills gaps identified
  • Maintaining electronic database of training documentation for audit purposes
  • Drive Skills Development compliance throughout the business, training and coaching
  • Advise line managers on element specific issues, targets, initiatives, operational governance and compliance.
  • Ensure that compliance to SETAxe2x80x99s, Skills Development Legislation, B-BBEE criteria, as well as industry associations and regulations is upheld timeously.
EE & BBBEE Initiatives:
  • Responsible for Employment Equity and BBBEE HR elements compliance.
  • Ensure regular meetings are scheduled with consultative forum members to drive and monitor the implementation of equity objectives.
  • EE Plan and Progress Reports are prepared in accordance with legislative provisions and filed accordingly.
  • Monitoring and reporting on analysis of workforce profile.
  • Monitoring and reporting on goals and targets.
  • Progress of development candidates are tracked and appropriate action taken and or support is provided.
  • Ensure documents and information required for BBBEE verification audit is accurately and timeously compiled.
  • Compile and submit WSP, ATR, EE as per the set deadlines.
  • Liaise with external consultants & verification analysts to ensure all requirements are met and audits are finalised.
  • Liaise with consultant where applicable on EE matters.
  • Deviations reported to EXCO.
Payroll:
  • Creating Mock payslips as requested by recruiters
  • Data integrity of mock salary slips verified, and corrective & preventative action measures are taken where necessary.
  • Ensure onboarding on 4Flow is completed timeously and record has been posted to Sage
  • Ensure new employees are posted to Sage payroll on the day of commencement
  • Ensure ESS user profiles are created on Sage and login details shared via mail on the day of commencement
  • Ensuring employment equity details are captured for all new joiners and updating changes to occupational levels based on promotions etc
  • Ensuring all pictures, job titles, positions, seat numbers, retainers are populated when reviewing payroll
  • Ensure Maternity/ Parental/ Adoption leave calculations or workings are sent to the Finance manager for approval before UIF documents are completed and signed off
  • Payroll monthly review of HC Officerxe2x80x99s tasks xe2x80x93 Review HR Master, Ensure all HR supporting documents are on the server, Ensure Sage People updates are correctly integrated from 4Flow, Review ROL monthly movements and updates via reports, complete dedical aid statements recon, ensure leave items are addressed such as unpaid and for Maternity/ Parental leave, ensure signed WBAs are received
  • Ensuring effective and efficient management of Benefits administration (Discovery, Medshield, Sanlam)
  • Preparing UIF documentation and handling all claims queries
  • Reports extracted or written are accurate, fit for purpose and timeously completed.
  • Perform HR administration/ transactional activities (benefits administration, UIF processes, payroll administration as
  • and when required).
  • General Payroll queries
  • Generating Employment Equity reports and verifying accuracy of information before submission of reports to Head of Human Capital and external consultant
  • Compile and submit quarterly employment statistics report (QES) to stats SA.
  • Ensure exit interviews are conducted timeously and feedback analysed on quarterly basis for submission Exco, reporting any risks to the business to Exco
Employee Relations:
  • Employee Relations support and assistance is provided as required in accordance with Company policies and within stipulated timeframes.
  • Compliance with relevant employment law and relevant policies and procedures are assessed and risks are identified.
  • Information and or support is provided in respect of inspections by the Department of Labour and other external HR bodies .
  • Advice given to line managers as and when required.
  • Assist with compiling documentation for CCMA proceedings.
  • Resolve employee grievances.
  • Handle disciplinary matters.
  • Draft warnings and enquiry notices.
  • Advise line managers on probation performance review process.
  • Contribute to the development, maintenance and implementation of HR policies and procedures.
Wellness:
  • Assist Head of Human Capital with wellness interventions, conducting surveys, analysing feedback and reporting to Exco
  • Promoting Health and Wellness at the agency
  • Ensure interventions are put in place to address employee wellness
  • Schedule and coordinate annual / periodic wellness event(s)
  • Act as the Human Capital Journey champion for staff internally, support all information sessions and provide support for queries
HRIS:
  • Implementing, Updating and Maintaining of HRIS and related modules - SAGE People 300 (Payroll, Personnel Management, Skills Development, Job Management, Positions, Retainers, Seat Numbers, Employment Equity, ESS)
  • Onboarding new employees xe2x80x93 Direct Hire Information data integrity checks posting to 4Flow
  • Knowledge of 4Flow Onboarding process and to provide admin support and review
  • ESS - creating users using Active directory profile
  • General ESS queries and support for staff
  • Addressing any discrepancies with AD profiles via IT
  • Initiating and leading human capital programs and projects (4Flow, Sage)
  • Providing advice and recommendations to HC Officer for resolution of daily issues
  • Ensure all actionable items are completed by HC Officer (MS Channels, HR Master, 4Flow, Sage)
  • Review systems and processes and make modifications to address issues
  • Work with Operations & Systems manager on HRIS projects implementation and provide HC support
Relevant HR-related tertiary qualification

Knowledge of all relevant Labour Legislation (BCEA, LRA,SDA,EEA,UIA, OHSA,BBBEEA)
