Job Description


Provide leadership and management in the development and implementation of research and skills development strategies to carry out the mandate of the Research and Technical Skills Development Department. To support the RSR in achieving its vision, mission and strategic goals, and to ensure continuous safety improvement and mitigation of risks in the railway industry.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Engineering Degree in any discipline or Transport related qualification xe2x80x93 NQF 8
  • Registration as a Professional Engineer/Technologist
  • 10 Yearsxe2x80x99 experience in the railway management or Engineering industry or operations environment
  • 3 years research within the railway industry
  • 3 years project management experience within the rail industry
KNOWLEDGE AND EXPERTISE
  • Knowledge of the Public Finance Management Act
  • Knowledge of Auditing systems
  • Knowledge of risk management issues
  • In-depth knowledge of legislation and government policies relating to rail industry
  • Knowledge of rail safety management system
  • In-depth knowledge of rail industry
  • Working knowledge of communication & negotiations
  • Expertise regarding safety legislation and standards (ISO/SABS)
  • Excellent operator/industry knowledge
KEY RESULTS AREAS
  • Produce the annual business plan for the Department that is aligned to the RSR Strategy
  • Managing and executing the approved departmental research and technical skills activities, resources as per the annual performance plan
  • Ensure development of guidelines for all functions of the department
  • Oversee compliance to the CRM RA requirements for projects introduced to rail operations.
  • Leading a team of specialists on all research projects planned and executed by the Division.
  • Promoting and facilitating leading edge research across all disciplines in line with the goals of the RSR
  • Responsible and accountable for all approved technical reviews of new technologies and new works
  • Enforce compliance to standards with respect to design, construction and commissioning of new rolling stock, infrastructure, and technology.
  • Provide regular feedback on the status of strategic rolling stock and modernisation project reviews
  • Manage the performance of staff in accordance with the Performance management system.
  • Provide inputs in the development and implementation of a technical skills framework and strategy for the RSR.
  • Provide inputs to ensure an effective and efficient memorandum of understanding (MOU) between RSR and organs of state and industry associations to ensure cooperation at the interface of operations by the inspectorate.
  • Manage the approved Budget as per the RSR objectives, project plans and schedules.
