Job Description

Mission/ Core purpose of the Job



The General Manager - Implementation provides strategic leadership, governance, and execution oversight for the Bayobab Programme Management Office (PMO). The role leads a high performing team of Project and Programme Managers responsible for delivering complex infrastructure, OSS/BSS, digital, and large scale transformation programmes across Bayobab's Technology Function.





The core purpose of the role is to ensure that all programmes are delivered on time, within budget, and in full alignment with Bayobab's strategic priorities, capital investment commitments, and operational performance expectations. This includes the disciplined management of large-scale, multi-country projects in a high-growth environment governed by formal Capital Project and Budget Management frameworks aligned to PMI/PMBOK standards.





As a key advisor and strategic partner to the CTIO, the role drives portfolio prioritization, capital planning discipline, enterprise-level reporting, and rigorous tracking of business-critical initiatives, ensuring adherence to global timelines, governance frameworks, and financial controls. The GM-Implementation acts as the execution engine for the Technology roadmap, enabling predictable, transparent, and strategically aligned delivery across Bayobab's diverse geographical footprint.



Key Performance Areas:



Strategic Project Oversight & Portfolio Leadership


Define, plan, and execute the Technology Project and Services Rollout Strategy. Drive the end to end delivery of all technology projects within the PMO portfolio, ensuring alignment to scope, business goals, timelines, and quality standards. Provide strategic assurance, early risk identification, and course correction mechanisms across all programmes. Align programme execution with the Technology Master Plan, network expansion priorities, and digital transformation agenda.
Capital & Resource Management


Lead the submission, alignment, and ongoing management of capital and operational budgets for all technology programmes. Ensure strict adherence to the Capital Budget Management Framework and CTIO annual capex planning cycles. Recommend and secure appropriate resources, including internal capacity, consultants, and external partners, to ensure programme delivery success. Monitor budget consumption, forecast impacts, and implement financial risk mitigations with Finance and Procurement teams. Stakeholder, OpCo & Vendor Management


Act as a strategic partner to senior leadership, OpCos, IT, Product, Network, Finance, and commercial teams. Facilitate alignment across cross functional teams to ensure that technical builds are revenue-ready and aligned with commercial priorities. Oversee key vendor relationships, ensuring delivery accountability, contract compliance, and performance of outsourced partners. Represent the Technology PMO in governance forums, steering committees, and executive leadership reviews. Governance, Compliance & Reporting


Enforce PMO, capital governance, and internal audit compliance across the entire project lifecycle. Ensure that all projects follow the Capital Project Management Framework, PMI aligned methodologies, and Technology's internal processes. Maintain high-quality dashboards, executive level progress updates, performance scorecards, and risk logs for the CTIO office and Exco. Ensure traceability, documentation integrity, and audit readiness for all programmes.

People Leadership & Capability Development


Lead, develop, and inspire a multidisciplinary team of Senior Project Managers and PMO specialists. Build a culture of accountability, delivery excellence, and stakeholder sensitivity in handling concurrent, complex initiatives. Strengthen PMO capability through coaching, performance management, and continuous improvement of tools, templates, and delivery standards. Promote collaboration, innovation, and disciplined execution across distributed teams and geographical regions.

Job Requirements:



Education



Degree in Engineering, Computer Science, or B.Com Information Systems, or a Technology Management discipline with equivalent verifiable experience in the field of ICT or Telecoms. Post-graduate qualification (MBA or MSc) in a Business or a Specialization in a Management discipline. Mandatory Project Management Professional (PMP) or Prince2 certification, Sig-Sigma or equivalent. ITIL basic know-how is highly advantageous

Experience:



Minimum of 10 years in relevant technology roles, with at least 8 years in a senior management capacity. At least 5 years of strategic experience managing large-scale technology programs (Subsea, Terrestrial Fiber, OSS/BSS, or Wholesale Mobility) within a global/multinational telecommunications environment. Proven success in IT strategy execution, digital transformation leadership (AI/Automation), and B2B digital infrastructure. Experience working across diverse African or emerging markets is highly desirable.

Authorities



Decision-Making: Full autonomous authority over the daily operations of the PMO and the allocation of tasks among project teams. Empowered to make high-level decisions regarding project methodology, prioritization, and delivery schedules.


Financial Authority: Responsible for the oversight and management of the departmental capital budget (Capex) as per the Delegation of Authority (DoA) matrix. Authority to recommend and approve project-related expenditures, procurement of consultants, and vendor payments.


Strategic Input: Authorized to influence and shape the Technology and Services Rollout strategy in alignment with Group objectives.


People Management: Direct authority over the hiring, performance evaluation, and development of direct reports (Senior Project Managers) and associated project staff.
