Minimum Requirements

• Degree in Information and Communication Technology or equivalent

• Certified Information Systems Security Professional (CISSP)

• 10 years related experience

• 3 years in a management role

• Willingness to work outside of normal working hours

• Experience in Security governance frameworks e.g., NIST, ISO27001, COBIT frameworks advantageous

• Project Management experience, through a full project life cycle

• Experience with Business Analysis tools and best practices

• Computer skills (MS Office suite)

• Driverxe2x80x99s license

Recommendations

• Experience in Higher Education sector is an advantage

• Knowledge of Student Information Systems

Duties & Responsibilities

• Requires advanced conceptual thinking in complex/and or completely new situation.

• Actively support the CIO in the achievement of the ICT strategic objectives.

• Executive-level verbal and written communications skills that can synthesize key technical issues into concise points which drive time-sensitive decision-making.

• Develop and support the university ICT governance and Cyber security strategy.

• Leadership and planning in:

• ICT governance and Cyber security

• Quality assurance and enhancement

• Risk management

• Providing governance, risk, and compliance data insights to drive improvement across the IT system.

• Planning the implementation of processes and procedures for the identification and assessment of risk in the organizationxe2x80x99s information system.

• Managing risks relating to information technology and cyber-security.

• Measuring and monitoring IT compliance.

• Providing insights and recommendations on risk management to the executive team.

• Reviewing current and proposed information systems for compliance with the universityxe2x80x99s business strategy.

• Developing standard operating procedures for IT systems to ensure compliance with corporate governance.

• Experience developing institutional cybersecurity strategy that mitigates risks.

• Develop and recommend policies and procedures necessary to protect the universityxe2x80x99s information resources and the institutionxe2x80x99s information security risks.
• Work with the business and technical resources to ensure that controls are utilized to address all applicable requirements of legislation and the institutionxe2x80x99s information security risks.
• Provide for training and direction of personnel with significant responsibilities for information security with respect to such responsibilities.

• Provide guidance and assistance to senior institution of higher education officials, information owners, information custodians, and end users concerning their responsibilities under this chapter.

• Coordinate the review of the data security requirements, specifications, and, if applicable, third-party risk assessment of any new computer applications or services that receive, maintain, and/or share confidential data.

• Verifying that security requirements are identified, and risk mitigation plans are developed and contractually agreed and obligated prior to the purchase of information technology hardware, software, and systems development services for any new high impact computer applications or computer applications that receive, maintain, and/or share confidential data.

• Report, to the CIO the status and effectiveness of security controls.

• Inform the parties in the event of noncompliance with legislation and/or with the universityxe2x80x99s information security policies.

• Establish and maintain computer security emergency response team that manages the computer incident response plan.

• Coordinate activities during security incidents.

• Establish and maintain a security awareness program to achieve a security-conscious campus community.

• Review current ICT governance and Cyber Security policies and procedures.

• Provide input for the development of new service delivery policies and procedures.

• Promoting innovation in ICT governance and Cyber Security and administration in general.

• Further develop and implement the quality assurance system to meet both internally set standards and the requirements of relevant external bodies.

• Risk management.

• Experience managing a cybersecurity annual budget and personnel to meet the university objectives.

• Relevant strategic and operational reports as and when required.

• Research and implement best practices.

• Communicate and consult with relevant stakeholders.
