Terms of Reference The consultancy will be within UNHCRxe2x80x99s Community Based Protection unit and will work closely with UNHCR Regional Bureau for Southern Africa. The consultant will support UNHCR the Democratic Republic of Congo (DRC) to strengthen feedback and response mechanisms and work with UNHCR in content development for community communication in Zambia, including through radio. The consultant will also support the regional bureau in mapping the various community communication channels and FRMs in the region, covering 16 country operations. Informed by the AAP self-assessment conducted in 2023, the consultant will also support the regional bureau to develop a plan on strengthening AAP (2024 xe2x80x93 2026) in region. The consultant will also be expected to conduct 4 weeks mission to the field in DRC and Zambia.

Overall Purpose and Scope of Assignment:

The Regional Bureau with the support of Headquarters conducted a quick AAP self- assessment to identify the areas that require strengthening and improvement. This will inform the country operations strategy on the 4 areas of participation and inclusion: communication and transparency, feedback and response and organizational learning and adaptation.

Southern Africa region is characterized by forced displacement and serious human rights violations as witnessed in the Democratic Republic of Congo. Zambia on the other hand is known to be peaceful but a recipient of displaced populations including refugees and migrants given its attraction as a transit country.

The Democratic Republic of Congo (DRC) hosts more than 522,803 refugees and asylum seekers who have fled violence in neighbouring countries, mainly the Central African Republic, Rwanda, Burundi and South Sudan. The majority of them (73%) live in rural areas 24% in camps/sites, and only 3% live in urban areas. They are mostly young: 63% children, while 35% are aged 18 to 59 and 2% are 60 and over. Zambia on the other hand is host to 89,109 refugees, asylum seekers and others of concern with a majority hailing from the DRC. The majority of the population are between the productive ages of 18 to 59 years. Most refugees and asylum seekers live in the three designated settlements of Mantapala (7,621) Mayukwayukwa (23,218), Meheba (38,880) as well as Lusaka and Ndola urban areas (18,314). The remote refugee hosting districts are situated in the poorest provinces of Zambia, where the local communities equally struggle for rare resources and opportunities.

With special attention to issues of displacement and marginalized communities such as refugees, IDPs and migrants, UNHCR's response strategy is based on the community-based approach that is at the heart of protection and the search for solutions. Further continuous assessments have shown gaps in the communication mechanisms between UNHCR, Partners and the People we Serve.

Thus, to ensure that our interventions are in line with UNHCR's policy on age, gender and diversity, the DRC and Zambia operations conducted the AAP self-evaluation with staff and partners and its preliminary results showed that additional efforts are required on feedback and response mechanisms.

Conduct an initial desk review of available data and resources on communication content and review of FRMs respectively in DRC and Zambia.

Mapping FRMs and communication channels in the 16 countries (remotely).

Support UNHCR Zambia with the development of community communication content.

Provide technical support to UNHCR DRC on strengthening FRMs

Support DRC and Zambia in developing complaint handling mechanisms including development of SOPs and feedback mechanisms.

Conduct 4 weeks field visits to the DRC and Zambia.

Produce a final assignment report.

Conduct an end of assignment debrief for CO senior management, RB relevant staff and other stakeholders.

Informed by the AAP self-assessment, work with regional bureau country operations to develop RB and country-specific action plans on AAP (2024 - 2026).

Minimum Requirements:
Possess a Bachelorxe2x80x99s degree in social services or relevant field. in a relevant field

6 to 8 years of demonstrable work experience on AAP, community engagement or community-based protection

Experience working in the Southern Africa region will be an added advantage.

Experience working in humanitarian contexts.

Have excellent communication skills with strong interpersonal and negotiation skills.

Be fluent in English and French, with excellent writing skills.

Have good experience using the Microsoft Office suite (Outlook, Word, Excel, and PowerPoint).
