Job Description


MINIMUM REQUIREMENTS

  • Matric
  • National Certificate in Information Communications and Technology (ICT)
  • Diploma in ICT/Health Sciences/Information Systems OR a qualification in Public Health will be an advantage
  • Minimum of three yearsxe2x80x99 experience in health-related information systems
  • Advanced knowledge of information technology and experience in MS Office, computer hardware and software management (ability to identify and resolve hardware and software problems)
EXPERIENCE
  • Knowledge of public health sector policies and procedures for the management of patients with chronic diseases OR a strong background in CCMDD programme implementation will be advantageous.
  • Advanced ICT skills and computer literacy (MS Excel, MS Word, MS PowerPoint, Internet)
  • Information system implementation and training skills
  • Monitoring and evaluation skills and experience
  • Ability to assess and identify gaps in ICT infrastructure
  • Sound knowledge of public health sector policies, the CCMDD programme, the web-based system, and Net
  • Stakeholder engagement skills
  • A strong work ethic, and an ability to work in a pressurised environment with minimal supervision and be deadline-driven
  • Previous work experience in non-governmental organisations or funded programmes will be an advantage
MAIN JOB FUNCTIONS
  • Scale up web system implementation in a phased approach, as set forth in the project plan
  • Explain and market the relevance of the web system information to stakeholders by demonstrating the systemxe2x80x99s operation and features
  • Build the confidence of end-users through orientation and training on the web system at facility, sub-district and district levels, and ensure continuity of its utilisation by staff at healthcare facilities and PuPs
  • Ensure the suitability of healthcare facilities and PuPs for implementation of the web system through baseline and continuous Readiness Assessments (RAs) and Internet network speed-tests
  • Facilitate access to the web system for relevant stakeholders, creating user accounts and granting appropriate user permissions, updating these as required
  • Ensure the availability, functionality and efficient use of all requisite ICT equipment (hardware and software) at health facilities and PuPs, and support the integration of ICT equipment for the web system with the districtxe2x80x99s existing ICT infrastructure where applicable
  • Communicate system developments, updates and related changes to all users at facilities, providing guidance and a supportive interface between facilities and the web system Helpdesk
  • Create a platform for facilities to report urgent system issues
  • Share system-related targets with facilities and relay monthly performance data through reports and graphs
  • Contribute to documenting and communicating lessons learnt, stories of change, and good practices
  • Monitor utilisation of the web system and compliance with formulary requirements
  • Identify and report all gaps and challenges hindering system performance at facilities, and implement appropriate remedial actions
  • Monitor Internet network connectivity problems and causes, addressing network interruptions timeously, identifying and recording prescription interruptions, and mitigating the use of manual scripts
  • Monitor the prescription interface on a daily basis to flag patients who are recorded as xe2x80x98Dormantxe2x80x99 on SyNCH, script submissions and script rejections, and mitigate accordingly
  • Monitor internal and external PuPsxe2x80x99 compliance with equipment availability and parcel management
  • Verify web system data with TIER.Net data and any facility CCMDD data system, ensuring alignment between web system and TIER.Net outcomes
  • Identify gaps in facility and PuP staffxe2x80x99s skills and knowledge, as well as programme performance gaps, and provide relevant training including for new web system prescribers
  • Provide targeted training to prescribers and PuP personnel on identified utilisation and compliance gaps
  • Provide training on updated standard operating procedures (SOPs) for the web system and new system developments or updates
  • Train facility staff on web system reports on the live site and the reporting site to assist them with effective management of the CCMDD programme and compliance with web system requirements, particularly in relation to the reduction of dormant patients
  • Ensure that patients registered on the web system remain in care
