JOB PURPOSE



To plan, coordinate and implement a comprehensive occupational health and safety program, including managing the National worker's Compensation program (WCA). Provides consultation and expertise and assist managers with functional authority over all staff in essential matters of safety and health.

Certified Health & Safety officer

Comprehensive knowledge and administration of the OSHACT.

10 Years of professional experience in workplace safety

5 Years as senior safety officer on projects

Experience in dealing with customers, not just contractors.

JOB DESCRIPTION



The Safety Manager is responsible for the following:

AREA OF RESPONSIBILITY



FUNCTIONAL REQUIREMENTS



a) Implement and maintain

- Develop, coordinate and supervise the implementation and maintenance of a comprehensive National Occupational H & S programme, designed to prevent injury, occupational illness and damage to property.

- Draft and recommend National health & safety directives

- Maintain safety related manuals, including preparation and distribution of appropriate updates

b) Regulatory Laws

- Determine applicability of administrative and regulatory requirements and other health & safety laws,

- Implement applicable regulations and safety standards.

- Maintain current knowledge of legislations, regulation and practices in safety and health

- Advice national management regarding the impact on operations

- Relevant bodies: OHSACT, SABS, IWH, SETA, D.O.L, NOSA, MINES & Customer Specific

c) H & S Training

- Establish and implement safety training objectives.

- Plans & Schedules in the area of health and safety

- Maintain records and data base of employee safety training, medical examinations, licenses and certifications

- Control, Library, admin & Records for staff training in lieu of:

o Accredited MEWP

o Transport

o General Safety

o PPE

o Machine & Tools

o First Aid

o Fire Fighting

o Hazards & Risk Assessments, By function & Task

o Fire drills

o Toolbox talks

o Continuous assessment of staff in MEWP functions

o Continuous learning

- Control, Library, admin & Records for Customers in lieu of:

o MEWP Specific

o Accredited MEWP

o Application review

o Enquiries & Corrective action

d) Facility & Site inspections

- Conduct facilities and site inspections

- Compile job hazards analyses and other evaluations to identify hazards and potential risks.

- Make recommendations to managers as required and implement appropriate corrective actions

- Conduct audits of corrective actions to ensure compliance with regulations and corrective action.

e) Investigations

- Conduct post accident investigations

- Develop and chair accident review committee

- Make recommendations for changes in equipment and or processes to correct unsafe conditions

- Assess incident statistics to determine requirements for new or modified training.

f) WCA

- Manage the WCA program, including case and claim management, leave tracking and adherence to the Leave act provisions and OSHA reporting

g) Safety Committee

- Chair safety committee

- Maintain agendas, minutes and follow-ups on meeting action items

h) General

- Establish evacuation routes and ensure regular fire drills

- Assist with other risk management and environmental health issues

- Prepare, recommend and administer budget for areas of responsibility

- Prepare analytical documents and correspondence

- Build and maintain positive working relationships with co-workers on a National basis, and the public using principles of good customer service

- Conduct presentations on H & S issues

- Ensure Health & Safety is visual

- Conduct Health & Safety topic talks

FUNCTIONAL EXPERIENCE



a) Period

- 10 Years responsible professional experience in workplace and operator safety

- 5 Years as senior safety officer on projects

- Experience in dealing with customers, not just contractors.

b) Legislation

- Have knowledge of all the various legislations

- Comprehensive OSHACT knowledge

c) WCA

- Working knowledge of WCA and relevant processes

d) Safety

- Administration of a comprehensive safety and accident prevention programme

- Employee training at work

- Knowledge of PPE
