Position Summary



The Quality Control Officer (QCO) is responsible for implementing and maintaining quality assurance and quality control (QA/QC) systems across all phases of construction, ensuring that all works conform to project specifications, SANS standards, approved designs, and client requirements.

This includes inspection, testing, documentation, and verification of construction quality on the 13.5 km steel rising main, reservoirs, pump stations, distribution pipelines, civil structures, and refurbishment works.

The QCO will coordinate closely with site engineers, foremen, subcontractors, and the client's representative to maintain consistent workmanship, technical compliance, and full documentation traceability throughout the project lifecycle.

Key Responsibilities



1. Quality Management System (QMS) Implementation



Implement and maintain the Project Quality Management Plan (QMP) in alignment with Silo Construction SA's corporate quality policies and ISO 9001 standards. Ensure all site activities are executed in accordance with approved drawings, specifications, and method statements. Review and verify Inspection and Test Plans (ITPs) for all construction disciplines, including pipelines, concrete structures, mechanical fittings, and earthworks. Develop and maintain project-specific quality control procedures and checklists. Coordinate the approval of materials, suppliers, and subcontractors in line with technical requirements.

2. Inspection, Testing, and Verification



Conduct daily inspections of ongoing works (excavation, bedding, pipe laying, jointing, compaction, concrete placement, curing, formwork, reinforcement, etc.) to verify compliance. Witness and document all quality control tests, including but not limited to: Concrete cube sampling and testing Compaction and density tests (DCP, NDG, Sieve Analysis) Pressure testing of pipelines (hydrostatic tests) Welding inspections and joint testing (where applicable) Coating, lining, and corrosion protection checks Pump and mechanical commissioning tests Ensure that all testing is conducted by SANAS-accredited laboratories and in accordance with project specifications. Verify and record the calibration status of all testing equipment. Record and manage Non-Conformance Reports (NCRs) and ensure timely rectification and close-out. Ensure Hold Points, Witness Points, and Stop Work authority are respected during critical inspection stages.

3. Documentation & Reporting



Maintain accurate, up-to-date, and organized quality control documentation including: Inspection and Test Records (ITRs) Concrete cube and compaction test results Material certificates and delivery notes Welding and coating inspection reports As-built drawings and red-line markups NCR logs and corrective action reports Compile and update Daily Quality Reports and Weekly Quality Summaries for submission to the Contract Manager and Client. Prepare the Project Quality Dossier / Close-Out File, including all inspection, testing, and handover documentation. Track and document all changes or deviations from design and ensure these are approved through proper channels (RFIs, Site Instructions, or Variation Orders).

4. Material Control & Verification



Verify that all incoming materials conform to approved data sheets, material approvals (MARs), and supplier certificates. Conduct visual inspections of delivered materials and store them per manufacturer and project requirements. Reject and record any non-conforming or damaged materials. Coordinate with suppliers, procurement, and engineers to ensure traceability from delivery to installation. Ensure batch numbers, lot numbers, and test references are documented and traceable.

5. Coordination & Communication



Work closely with the Contract Manager, Site Engineer, and Foremen to address quality issues promptly and prevent rework. Liaise with the Client's Quality Representative, Consulting Engineers, and Laboratories regarding test results, NCRs, and inspections. Participate in weekly coordination meetings and report on quality performance, test results, and outstanding corrective actions. Provide technical input for resolving quality-related issues and assist in implementing preventive measures.

6. Compliance & Continuous Improvement



Ensure all works comply with SANS 1200, SANS 241, ISO 9001, and applicable construction codes and standards. Participate in internal and external quality audits and ensure findings are addressed and closed. Recommend process improvements, standardization, and best practices to improve quality efficiency. Support the training and mentoring of site staff in quality awareness and workmanship standards.

Required Qualifications and Competencies



Academic Qualifications



National Diploma in Civil Engineering / Construction Management / Quality Management (NQF Level 6 or higher). Additional training in Quality Assurance / ISO 9001 Auditing or SANS 1200 Specifications is advantageous. Certification in Concrete Technology, Welding Inspection, or NDT Level I/II will be beneficial. Valid driver's license (Code 08).

Experience



Minimum 5-8 years' experience in quality control or assurance within civil, water infrastructure, or pipeline construction projects. Demonstrated experience in reservoir construction, pump stations, and bulk water pipelines. Proven ability to manage testing programs and interpret results for civil works (concrete, soil, and steel). Experience in maintaining client-approved Quality Files / Dossiers for project handovers.

Technical Competencies



Strong understanding of SANS 1200 Series, SANS 2001, and other relevant civil construction standards. Proficient in interpreting engineering drawings, method statements, and technical specifications. Competent in conducting and witnessing field and laboratory testing for construction materials. Computer literacy in MS Excel, Word, PowerPoint, and PDF documentation management. Excellent knowledge of document control systems and traceability requirements. Ability to compile detailed quality reports, NCR logs, and close-out documentation.

100% compliance with approved ITPs and specifications. Zero outstanding NCRs at handover stage. Timely submission of all test results and quality reports. Fully traceable and audit-ready documentation. Reduction in rework or defective work due to proactive inspection.
