Provides input into the Unit's objectives and controls the delivery of a professional project management service at a Cluster level through the determination and control of the process of analysing, investigating, assessing, defining, conceptualising and designing major complex and high risk physical structural interventions in the environment and, preparing and defending contractual terms or, resolving disputes and providing information, advice and recommendations on best practices to guide, enable and ensure delivery of strategic initiatives that respond to the development drive of the City and is adaptable and conforms with environmental, social and legislative changes and demands.
Key Responsibility Areas 
 Provides input into the process of defining policies, determining strategy and the positioning of the Cluster with respect to the management of strategic engineering related projects and programmes.
 Prepares business plans to determine and present the sustainability of major complex / high risk strategic projects.
 Applies professional knowledge of engineering design policies, applications, principles and the understanding of associated disciplines, legislations and practices to analyse, comment and co-ordinate design and detail requirements associated with major complex and high risk built interventions in the environment.
 Manages processes associated with the preparation of contracts and resolves conflicts and/ or defends actions.
 Manages developmental and project management processes associated with the scoping, resourcing, implementation, monitoring and communication phases of major complex and high risk Engineering projects.
 Interacts internally and externally disseminating technical and professional information with recommendations, solutions and alternatives on current and proposed infrastructure developmental projects and completed works.
 Analyses and evaluates compliance requirements with respect to development proposals.

Essential Requirements 
 Bachelor of Technology or Bachelor of Engineering Technology (NQF Level 7) in Civil Engineering.
 Registered as a Professional Civil Engineering Technologist with the Engineering Council of South Africa (ECSA).
 Valid motor vehicle driving license.
 6 years relevant experience of which 5 years must be post registration.
 Computer Literacy.
