Job Description


The project, USAID South Africa ACCELERATE 1 (TB High Burden), whereby mothers2mothers (m2) is a sub-awardee under the Aurum Institute, aims to accelerate TB elimination through targeted technical support at the national level and tailored technical and direct support at the provincial and district levels, within communities and respective health care facilities where the TB burden is high, namely Gauteng (Tshwane and Sedibeng districts), and KwaZulu- Natal (Amajuba and UThukela districts).
The Project and M&E Officer is responsible for the effective leadership and management of the district teams in line with the project objectives, budget and timelines. This includes overseeing, planning, management and implementation of activities by the members of the team, the day-to-day management of all operations and interactions within the project. The Project and M&E Officer will be responsible for coordinating all aspects of the project's M&E activities, including establishing and maintaining site level data quality and data management; overseeing routine data collection, entry, analysis, reporting and filing; building capacity of site level and provincial program staff on data use for decision making and use of electronic tools; working with provincial partners; and donor reporting, including adaptation of tools to facilitate reporting on required indicators.
This position requires extensive TB programming experience, deep understanding of the public health system, Monitoring and Evaluation experience, quality improvement knowledge and experience, as well as excellent analytical, interpersonal, organizational, communication skills and the ability to exercise own discretion, and the ability to strengthen good relationships with all internal and external stakeholders.
The position will be based in Uthukela district, and reports to the Program Manager and Senior SI Coordinator

Key Performance Areas:

Program Management

  • Lead the implementation of ACCELERATE 1 activities in the identified communities
  • Conduct TB/DR TB, HIV and NCDs training needs assessments for the m2m ACC1 team
  • Conduct training related to TB/DRTB, HIV and NCDs management, both clinical and managerial with the intension of improving TB treatment outcomes in the designated communities
  • Provide mentoring and technical assistance in the implementation and operationalization of the project's interventions at the community level to the Community Coordinators and Peer Mentors
  • Ensure compliance to environmental management standards of project activities
  • Develop, implement and monitor workplan for model sites in assigned District
  • Develop and manage geo-location (site and community) budgets including reconciling of site expenditures and budgets, as well as the smooth running of sites
  • Liaise with Community Coordinators and SI Coordinator to assess site performance and implement joint interventions as required
Supervision
  • Manage performance of the Community Coordinators and Peer Mentors including work schedules and leave for all site staff
  • Mentor and provide on-going coaching to Community Coordinators and Peer Mentors including provision of supportive supervision at site level and ensure high level of motivation and productivity for the team.
  • Ensure adequate project implementation controls, processes and procedures to promote compliance and stewardship of human/financial resources.
  • Promote a values-based culture amongst direct reports

Monitoring and Evaluation
  • Work in collaboration with M&E and project teams to implement M&E activities at district and provincial levels in line with organisational and donor requirements
  • Coordinate and oversee the implementation of all M&E activities, including site level data collection, timely submission and reporting in DHIS2 and donor databases, data quality audit and improvement plans, report generation, analysis and interpretation
  • Manage data entry and extractions as required for project monitoring
  • Lead M&E training of Community Peer Mentors and Community Coordinators and provide ongoing capacity building on m2m M&E, data documentation, monthly data compilation and data quality check techniques.
  • Support documentation of lessons learned, reporting, and presentation
  • Compile monthly services statistics, compile site and district service reports and assess areas for quality/service improvement
  • Develop district improvement plans and roll-out interventions to promote continued service integration, quality and effectiveness (where needed)
  • Ensure proper use of correct version of Project tools and the availability of the resources to Community Coordinators
  • Mentor programme staff in M&E, data use for decision-making and quality improvement
  • Sound knowledge of South African District Health Information Systems framework
  • Demonstrated experience in M&E reporting to USG/PEPFAR and other bilateral or multilateral donors strongly preferred
Stakeholder Management
  • Representation of m2m in District coordinating forums including managing strategic relationships with District Health teams including TB HAST counterparts at the provincial/district Department of Health level, and other implementing partners/stakeholders
  • Collaborate with facilities to facilitate continuity of care and improve linkage into care and treatment outcomes
Job Requirements

Qualifications and Experience:
  • Degree in Nursing Science, Public Health, Social Science or related field. Certificate in Project Management or other management field
  • Proven experience and track record in the implementation of TB/DR TB and HIV/AIDS clinical and community care
  • Minimum of 5 years' experience in a medical healthcare environment with at least 2 years' middle management experience
  • Proven experience in working with M&E systems and tools
  • Strong project management experience
  • Applied knowledge of Human Resource Management
  • Demonstrated experience in M&E reporting to USG/PEPFAR and other bilateral or multilateral donors strongly preferred
  • Proven ability to mentor programme staff in M&E, data use for decision-making and quality improvement
  • Sound knowledge of South African District Health Information Systems framework.
  • Experience conducting data quality audits in the health sector
  • Experience supporting the use of electronic client management tools strongly preferred
  • Experience of managing discreet budgets and reconciliation of accounts
  • Experience in maintaining strategic relationships with external stakeholders at multiple levels
  • Experience in data use and dissemination
  • Experience and understanding of the DOH TB data reporting systems
  • Proven ability to mentor programme staff in M&E, data use for decision-making and quality improvement
  • Sound knowledge of South African District Health Information Systems framework
  • Demonstrated experience in M&E reporting to USG/PEPFAR and other bilateral or multilateral donors strongly preferred
  • Knowledge of DHIS2, CommCare, SPSS, Epi info, Epi-data or Stata packages (at least one of these)
  • Knowledge of and experience using data visualisation platforms such as Power BI, Tableau
  • Computer literate: (Office suite: Word, Excel, Outlook), Internet
  • Ideally, a valid (unendorsed) code 08 (EB) driver's license, with own car and willingness to travel.
