Programme Manager: Subsidy Housing

Job Description


Job Purpose

Responsible for growing the Subsidy Housing business, delivering on strategic initiatives identified in the MTSF and managing the Subsidy Housing business on a sustainable and profitable basis through ensuring suitable risk management controls.

Key Performance Areas

Strategy formulation to deliver on output targets and initiatives within the Subsidy Housing business

  • Strategy formulation for organisations participation in initiatives in the Subsidy Housing sector as identified in the MTSF and APP plans
  • Measure, track and optimise profitability
  • Maintaining an appropriate understanding of the financing products of competitors
  • Maintaining an appropriate understanding of relevant aspects of the operational environment, public policy and practice as context
  • Keeping up to date with legislative changes affecting the Subsidy Housing business
Preparation, implementation and reporting annual output plans and budgets and forecasts for the Subsidy Housing Programme
  • Preparing annual output plans (APP & AOP) for the Subsidy Housing business
  • Budgeting income and expenditure for the Subsidy Housing business
  • Ensure delivery of subsidy output plans per the approved APP for Subsidy Programme
  • Reporting on portfolio performance
  • Ensuring accurate standard monthly reports are available (outputs, status tracking, actual/budgeted expenditure and income, site visit reports, etc.)
  • Compiling ad hoc reports when required by Executive Manager
  • Compiling a monthly report on client performance
  • Compliance to all policies and risk frameworks
New Business Development and Product design
  • Research papers identifying market dynamics, stakeholders, participants, challenges and opportunities in the Subsidy Housing business sector
  • Participating in the due diligence assessments of stakeholders and participants in order to make appropriate product
  • Developing new lending products to deliver on opportunities identified Subsidy Housing
  • Analysing market dynamics for new lending products and review relevance of the organisations lending products
  • Obtaining product approval from relevant committees through project scope, outlining budgets, time frames and outcomes
Grow the Subsidy Housing business
  • Identifying opportunities for the organisations involvement in a range of projects and programmes initiated in the Subsidy Housing business
  • Maintaining a sustainable pipeline of new loans to be signed in order to meet output targets
  • Ensuring appropriate turnaround times in loan application assessment
  • Interacting with all stakeholders Subsidy Housing business
  • Developing and execution of an effective marketing strategy
  • All round evaluation and assessment of Subsidy Housing proposals in terms of technical aspects pertaining to the project, financial modelling, project viability, development cash flow, entities borrowing capabilities and lending risks in accordance with the Programme Criteria
  • Presenting loan applications to the relevant
  • Submit loan proposals for approval at organisational committees
  • Disbursement of approved loans
  • Aligning the consolidated cash flows with the funds allocated and available (month-to-month) to the Subsidy Housing Programme
  • Identifying additional funding requirements, with respect to anticipated demand, timeously
  • Reviewing the Subsidy Housing pricing models for approval by the relevant committees
  • Implementing charges in line with the approved pricing model
  • Tracking charges and reporting on profitability
  • Identifying ways to improve profitability in line with competitor behaviour
Stakeholder Management
  • Identify all key stakeholders
  • Engage regularly all key stakeholders and clients noting all inputs and providing feedback on Subsidy Housing delivery
  • Attend to all public engagements on Subsidy Housing
  • Ensure on-going growth and maintenance of key stakeholders: (DoHS (provincial and municipal) operational level, Lenders, Developers, relevant associations
  • Promote and maintain good business relations with customers and stakeholders
Implementation of Risk Management policies and procedures and manage lending risk
  • Understanding the feasibility and risks of each project recommended for approval, recommending appropriate risk mitigations
  • Ensuring compliance with the operational arrangements of funding agreements
  • Ensuring all loan conditions are met on active projects
  • Ensuring compliance with credit policies and conditions of loan approvals
  • Ensuring good working relationships with public sector employers and its treasury functions
  • Establishing and maintaining of sound collection procedures
  • Minimising losses through recommendation of specific interventions
  • Adopting and maintaining the existing lending and credit assessment criteria on the Subsidy Housing and Infrastructure and Community Facilities lending products
  • Ensuring that the organisations Loan Management System responds in line with the Subsidy Housing and Infrastructure and Community Facilities lending and credit criteria
People Management
  • Identifying staffing requirements
  • Select, assign, lead and manage people
  • Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system
  • Build and manage relationships with staff members
  • Manage and support staff development
  • Develop and manage the implementation of succession plans for key individuals and critical positions
  • Implement the organisations HR policies and procedures as required
Required Qualifications & Experience

Qualifications
  • Bachelor of Science in Quantity Surveying or Bachelor of Commerce in Finance or Accounting, Diploma in Project Management and financial background. A post graduate qualification will be an added advantage
Experience 5 years experience needed in construction/housing/property finance and/or related lending environment with minimum 2 - 3 years in a senior management role

The salary band is between R701 783 R1 053 162 per annum
