Programme Manager Subsidy Housing

Job Description
Responsible for growing the Subsidy Housing business, delivering on strategic initiatives identified and managing the Subsidy Housing business on a sustainable and profitable basis through ensuring suitable risk management controls.
- Strategy formulation to deliver on output targets and initiatives within the Subsidy Housing business (15%)
- Preparation, implementation and reporting of annual output plans and budgets and forecasts for the Subsidy Housing Programme (15%)
- New Business Development and Product design (10%)
- Grow the Subsidy Housing business (20%)
- Stakeholder Management (10%)
- Implementation risk management policies and procedures and manage lending risk (20%)
- Managing People (10%)
Knowledge of financial services sector or housing finance.
Knowledge of oversight of Residential development projects
Ability to develop and Implement an operational strategy to grow the advances book.
Ability to ensure product profitability and cost management
Ability to manage stakeholders at all levels
Ability to identify and deploy relevant tools of the trade to enable operational efficiencies
Good knowledge of the South African lending environment in the banking and non-banking environment and the market dynamics.
Good knowledge of Subsidy Housing finance models, land rights, financial modelling, project viability, project/construction cash flow, entities borrowing capabilities and lending risks and mitigation of associated risks.
Good technical knowledge and experience in construction and construction finance required to originate loans and minimise losses.
Knowledge of Funder requirements and key instruments used in structuring funding arrangements.
The integrity and maturity necessary to be able to account to and engage with stakeholders such as THE ORGANISATION Executives, funders, government.
QUALIFICATIONS:
- BSc QS or BCom Finance or Accounting
- Diploma Project Management
- A postgraduate qualification will be an advantage
5 years experience needed in construction/housing/property finance and/or related lending environment with minimum 2 - 3 years in a senior management role.
