PRACTICE AREA DESCRIPTION:

The Health Practice (HP), in which this position falls, focuses on building healthier lives for African populations. We do this through our focus on our three main Service Lines:

  • Research, monitoring, and evaluation (RM&E)
  • Health financing and economics (HFE)
  • Large Programme Implementation Support (PIMS)
Cutting across this is the use of behavioural sciences.

Our team has grown rapidly over the last five years and is spread across multiple countries in Africa and elsewhere. Our main clients include the Bill & Melinda Gates Foundation, UNAIDS, and USAID.

We are looking for an experienced M&E practitioner to lead our programme monitoring workstream, and take the M&E lead role on the Technical Support Mechanism project.

ROLE DESCRIPTION:

The Monitoring Lead will oversee the implementation of performance monitoring and learning activities across multiple projects being implemented across the practice. The Monitoring Lead will be responsible for developing and supporting the ongoing implementation of a robust, technically sound, and practical performance monitoring Standard Operating Procedure (SOP), including a toolkit and templates, with the aim of strengthening of our performance monitoring systems and reporting across all projects. The position involves:
  • Lead the Programme Monitoring workstream within the Research, Monitoring, and Evaluation service line, helping to grow the portfolio of projects and supporting a team of M&E professionals
  • Building the performance monitoring and learning capacity across the practice, and
  • Providing high-level support across several donor-funded programmes including the UNAIDS Technical Support Mechanism (TSM) (50% LoE) to ensure effective monitoring, evaluation, and learning to support continuous quality improvement.
KEY REQUIREMENTS & ROLE RESPONSIBILITIES:

To be successful, the candidate will have a proven track record in delivering high-quality technical expertise in designing, implementing or strengthening performance monitoring systems and methodologies, including demonstrable knowledge, experience and understanding of strategic information needs and complexity-aware mixed-methods M&E approaches (e.g., outcome harvesting, collective impact, most significant change, etc.). You should have in-depth experience in designing and implementing systems characterised by integrated M&E, results-based monitoring and evaluation theory, theories of change, and logical frameworks (logframes). The ideal candidate should be flexible and adaptable, open to changing approaches in response to changing situations on the ground and able to work at pace to juggle competing priorities. You will have strong team management skills, the ability to work in a dynamic and agile global team and strong communication and interpersonal skills. Preferably, you will have led/participated in evaluations of USAID, Bill & Melinda Gates Foundation, the Global Fund and UN organisations.

The work will be delivered through:
  • Effective leadership to design, implement and quality assure complexity-aware mixed-methods M&E systems that provide information that meets the needs for relevant stakeholders and informs decision-making.
  • Provide technical leadership to develop team membersxe2x80x99 performance monitoring, evaluation and learning capacity to deliver robust M&E systems.
  • Design, finalise and roll-out technically-sound and practical performance monitoring, evaluation and learning SOP and toolkit.
  • Ensuring effective working relationships within teams and with clients and ongoing buy-in to M&E.
Key initiatives and performance measures:
  • Demonstrable experience in providing strong M&E-related technical and project management of complex multi-country donor-funded programmes.
  • Leading the Monitoring workstream within the Research, Monitoring and Evaluation service line supporting with some of the following tasks:
  • HR: Identifying recruitment gaps and working with HR and the Practice Manager to recruit and train appropriate candidates.
  • Business development: developing relationships with key clients, identifying market opportunities for the SSL and working with the SL lead to prepare compelling bids.
  • Provide technical and commercial oversight to projects in the SSL.
  • Design, develop, and implement a comprehensive and standardised Monitoring and Evaluation SOP tailored to the needs of the Genesis Health Practice.
  • Collaborate with relevant stakeholders, including Project Directors, the Evaluation 4 Development (E4D) Practice and other M&E Experts, to ensure the SOP aligns with the Genesis strategic goals and meets donor requirements.
  • Keep abreast of industry developments and contribute to M&E knowledge management, toolkits and repositories.
  • Develop, pilot and refine fit-for-purpose, complexity-aware mixed-methods, monitoring, evaluation, reporting and learning plans, systems, toolkits and tools/templates for donor-funded programmes.
  • Based on the approved M&E Plan/Results Framework, support team members to implement data management systems to produce high-quality data that enable routine performance monitoring through being responsible for:
  • Act as M&E Technical Lead for the UNAIDS TSM Project through being responsible for:
  • Providing technical oversight, guidance and management of the UNAIDS TSM M&E team.
  • Lead on:
  • MEL-related engagements with the Technical Director, Project Director and UNAIDS stakeholders.
  • Troubleshooting and resolving emerging bottlenecks related to MEL systems, processes, templates, and tools.
  • Reviewing and harvesting relevant content from Focal Point reports and contribute to the narrative sections of the semi-annual report.
  • Reviewing and revising the xe2x80x98Effected Results Statementsxe2x80x99 in allocated thematic areas for the Annex 2 of the semi-annual report.
  • Contribute to responding to feedback from UNAIDS and USAID on draft iterations of the semi-annual report.
  • Serve as M&E Focal Point to lead on assigned TSM assignments and prepare, or contribute to, key assignment-related deliverables and required TSM MEL outputs/reports, including completing technical reviews on funding requests and other key TSM deliverables.
  • Lead target setting for annual scope of work statement.
EDUCATION, KNOWLEDGE, SKILLS, EXPERIENCE AND PERSONAL COMPETENCIES:
  • Strong academic background xe2x80x93 Minimum of a Mastersxe2x80x99 degree in an analytical field of study. Preference for Public Health, Programme Evaluation International Development, Statistics or related disciplines.
  • Essential: Postgraduate course on health-related monitoring, evaluation and learning.
  • 7-9 years of management consulting experience and a passion for consulting.
  • Relevant experience includes public health, project management, evaluation, learning, health systems strengthening, AGYW, HIV prevention, SRHR, and behavioural sciences
  • Demonstrable experience in providing strong M&E-related technical and project management of complex multi-country donor-funded programmes.
  • Proven experience in identifying theoretical/conceptual frameworks within which to embed design results-based implementation and results monitoring that support responsive and adaptive programme management.
  • Excellent English communication and writing skills xe2x80x93 ability to communicate complex data and results at all levels.
  • Entrepreneurial in nature - proactive self-starter who is able to be assertive. A confident networker with strong relationship management skills.
  • Ability to work as part of a dynamic and agile multicultural team - build teams and foster collaboration to achieve project goals, meet milestones and produce high-quality deliverables.
  • High level of organisation, attention to detail, professionalism and reliability.
  • Ability to prioritise and manage work in a fast-paced environment across multiple projects and work streams with competing time/ resource demands.
  • Highly numerate. Strong knowledge of quantitative, qualitative and mixed-methods M&E, research methodologies, and results synthesis, evaluation and presentation of data analysis for various audiences.
  • Advanced PC literacy (MS and Google Suite, SPSS, NVivo, etc.).
  • Willingness and ability to travel nationally and internationally.
