Context:

Under the overall supervision of the Regional Director and direct supervision of the Regional

Programme Coordinator of the ARMP Project and in coordination with relevant units at the Regional Office (RO) for Southern Africa in Pretoria and IOM Headquarters, the Monitoring and Evaluation Officer will be responsible for managing the monitoring, evaluation, and learning of the Africa Regional Migration Program (ARMP), supporting the Programme Coordinator in identifying relevant programming opportunities, developing the programmexe2x80x99s strategy and cyclical programming plans and proposals to the donor, as well as liaising with other partners, as necessary. The incumbent performs duties in accordance with the IOM monitoring and evaluation guidelines and in coordination with the Regional Monitoring and Evaluation Officer.

Core Functions / Responsibilities:

Institutional and Operational Set-Up * Supervise and guide the implementation of Monitoring and Evaluation (M&E) activities across the ARMP countries and other beneficiary partners such as RCPs and RECs according to the programmexe2x80x99s results matrix, in close coordination with the ARMP Sub-regional Coordinators, Country Focal Points and other relevant IOM staff and partners.

  • Contribute to the development of roll out processes, tools and systems to monitor the implementation of the ARMP across Africa focusing on activities, results, expenditure, budget, risks, and assumptions, including the use of IOMxe2x80x99s Project Information Management Application (PRIMA) monitoring tools (results monitoring module and dashboards).
  • Provide substantive inputs to strengthen capacity development on M&E of ARMP staff and partners to carry out M&E activities in their respective areas of responsibility through training, mentoring, and coaching.
  • Contribute to the development and keep updated an elaborate monitoring and evaluation framework and Indicator Protocols to standardize M&E practice and standardize the understanding/interpretation of ARMP project indicators (respectively) by all actors in the ARMP project.
  • Collaborate with the Regional M&E Officer and other relevant focal points in the regional office (s) such as Strategic Results Framework focal point, PRIMA focal points, Project Development and Reporting officers/focal points to integrate relevant IOM institutional frameworks/priorities in the ARMP project.
  • Document good practices and lessons learned through analysis of monitoring findings and evaluation reports, and through the ARMP Programme Coordinator share with relevant IOM project staff, management, and partners.
  • Facilitate regular feedback from beneficiaries and stakeholders on activities and services provided through the ARMP support in close coordination with the ARMP teams across the continent.
Reporting and Communication * Provide technical support to ARMP staff across the continent to improve the quality of data collection, consolidation, analysis, reporting and use through capacity building and regular monitoring and data validation visits to the field in liaison with the Programme Coordinator and Sub-regional

Coordinators, and Country Focal Points. * Generate and contribute M&E content and project results in donor report preparation to strengthen results focus on narrative reports.
  • Support the ARMPxe2x80x99s communication strategy through documenting IOM activities such as capturing case studies, life changing stories for donor reports.
  • Contribute to the preparation of meetings and events, to include donor briefings, donor visits, and conferences where M&E information or expertise is required.
  • Manage, locate, and analyze specific migration related trends and data relevant to the ARMP programming.
Project Development Support * Provide inputs for the development of Results Matrices, and descriptions on monitoring and evaluation sections of proposals.

Evaluation * Coordinate and/or provide technical support for the implementation of planned ARMP project evaluations and other related activities such as planning and review meetings, After Action Reviews (AAR), Pre- and Post-training assessments and Project Performance Appraisals.
  • Follow up on the implementation of evaluation recommendations emanating from formal and informal evaluative activities in the ARMP project in line with IOM Guidelines on Evaluation Follow-up Mechanisms.
  • In liaison with Regional M&E Officers across the continent, contribute towards strengthening a culture of evaluation and use in the countries where ARMP is implemented.
  • Perform such other duties as may be assigned.
Required Qualifications and Experience:

Education
  • Masterxe2x80x99s degree in a social science field such as: Monitoring and Evaluation; Project Planning and Management; Development Studies; International Development or Relations, Political Science, Business or Public Administration, International Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
Experience
  • Demonstrable experience and knowledge of monitoring, evaluation and reporting methods, concepts and styles acquired in organizations similar to IOM such as UN or INGOs.
  • Experience developing and rolling out M&E systems and tools for a large project (preferably a multi-country project).
  • Experience in project development and capacity-building activities.
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
  • Familiarity with mechanisms for financial expenditure and risk monitoring in projects.
  • Sound and proven understanding of internal and international migration issues in the country and in the Region.
  • Experience in organizing consultations, workshops, and seminars with high level stakeholders.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming and institutional requirements especially related to US Government grants is desirable.

Languages

IOMxe2x80x99s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of an official UN Language (Arabic, Chinese, French, Russian, Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
