Work Description

The Management Accountant is responsible for timely, effective, accurate planning and production of monthly management account packs for the Global Fund project. Key responsibilities include variance analysis, budgeting, forecasting, and the preparation of various funder reports and disbursements requests. Additionally, the Management Accountant is responsible for monitoring effective service delivery to the Global Fund project and support program implementation by ensuring that all financial resources are available.

Technical Work Responsibilities

  • Compliance with internal policies & procedures, external funder regulations as well as applicable legislative requirements.
  • Oversee budgeting and financial management of the project.
  • Prepare monthly project forecasts to identify potential cost over/under spending.
  • Identify reasons for over/under spending and implement corrective measures.
  • Support management in decision-making activities.
  • Demonstrate the ability to prepare narrative and ad-hoc funder reports.
  • Assist with the monthly preparation of financial reports.
  • Prepare month-end reports, including labor, debtors, and system reconciliation.
  • Ensure that expenditures are correctly coded with the appropriate project codes and budget lines.
  • Review the general ledger and bank statements to ensure proper allocation, reimbursement, and capture of expenses in Sage and Microsoft D365 accounting systems.
  • Process correction journal entries after reviewing the general ledger.
  • Assist the Financial Accountant in capturing payments in the Sage accounting system and perform all reconciliations for review and approval by the Finance Manager.
  • Ensure that all transactions align with PFMA and grant conditions.
  • Prepare accruals, liabilities, and commitments based on contracts and the purchase order register.
  • Identify areas for process improvement initiatives.
  • Provide operational financial support.
  • Prepare data for input into financial systems.
  • Assists with asset management.
  • Assists with training and development of support staff
  • Assists with management of administrative staff
  • Conduct effective stakeholder management.
Education
  • A Finance-related Degree with NQF Level 7
Advantageous
  • A Business degree/Diploma
  • In depth knowledge of the Global Fund Rules and Regulations
  • PFMA/MFMA Rules and Regulations
  • A CA (SA) or CIMA qualification or studying towards CA/CIMA
Experience
  • At least 2-3 years experience in an NGO grant funded sector or 2-3 years related experience and/or training: or equivalent combination of education and experience in a financial environment as a Management/Cost Accountant
  • Experience with Global Fund/National Department of Health (NDoH) Funding
  • Experience with NGO Health Sector Funding
  • Experience in dealing with NDoH/National Treasury
  • Experience in dealing with AGSA Audits
  • Experience with MS D365 ERP as well as SAGE financial systems
  • Knowledge of Sage and Microsoft D365 accounting systems
  • Excellent time management
Requirements
  • Excellent verbal and written communication skills
  • Ability to multitask and prioritize work.
  • SA Citizen or valid work permit to work in South Africa
  • Advanced computer skills
  • Drivers Licence
  • Own Car
  • Moderate overnight travel (up to 30%) by land or air if required.
  • Willing to work overtime.
