Responsibility



Recruitment and Selection Functions



Perform Recruitment and Selection Functions by:

Processing Job Requisition Form requests to fill vacancies. Coordinate and represent HR in the shortlisting process. Representing Human Resources at interviews. Ensuring compliance with relevant employment policies and legislation. Advising and guiding Line Management on the implementation of Employment Equity Act. Participate in designing and administering work sample tests and other assessment tools for shortlisting and selection purpose.

Provide Organisational Development services by :-



Advising and assisting all levels of management with staff related problem areas. Conducting exit interviews; monitoring labour turnover, absenteeism rates, and other related information. Collating the above information into appropriate statistical reports. Ensuring that job descriptions, employee specifications, organisation charts and establishment tables are kept up to date. Compiling technical reports for Line Management and HR

Employment Relations Functions



Perform Employment Relations Functions by:- Advising on the implementation of the disciplinary and grievance procedures to ensuring compliance with the procedures, policies, and to ensure consistency including providing guidance & support to line during disciplinary hearings, appeal hearings and grievances Promoting good communication at all levels particularly in regard industrial relations matters. Assist HR Manager when preparing for disciplinary and grievance disputes at Conciliation, pre- arbitration and Arbitrations Handling conflict / industrial relations situations at shop floor level. Interprets and provide guidance on Labour Legislation. Advising Line Management in dealing with complex IR issues. Guide line management in the management of discipline, and advice on substantive and procedural fairness during disciplinary proceedings. Maintain employee discipline files and ensure that all the discipline records are placed on employee's personal file. Prepare and provide IR stats to line management. Assist Line during worksites investigation and or inspection during discipline. In depth knowledge of trade union negotiations

Administration Function



Provide Administrative functions by :- Conduct investigations into and prepare reports on personnel related matters. Collate and compile relevant HR Reports for Line Management. Liaise with the Department's Personnel / Administrative staff. Interprets and provides guidance on Conditions of Service, Pension Fund and Medical Aid rules. Co-ordinates the Probation Review process for new staff.

Training and Development



Provide Training and Development services by:- Develop and implement induction programme. Conduct Departmental induction training. Facilitating the development of Training Skills Matix. Conduct Presentations on relevant Policies, Procedures and Legislative prescripts to Line Management and staff. WSP/ATR Submission

Performance Management



Ensure the implementation of the Performance Management System by:- Advise Line Management on interpretation and application of Performance Management system Advise line when conducting poor performance counseling sessions and facilitate performance counseling sessions in line with the relevant legislation. Guide line management in identifying key competencies and drafting performance contracts for staff. Guide line on evaluation of staff performance and attend all performance related queries thereof. Monitor and ensure compliance on Performance Management Policy. Ensure timeous submission of New IPP and Final Performance scores for reward purposes.

Qualifications and Requirements



Diploma or degree in Human Resources Management 2-3 years' experience Valid driver's licence code 8 or 10, willing and able to travel Computer proficiency (Excel, Word, and PowerPoint) Communication& negotiation (verbal and written) Innovative, Leadership and Decision-making skills Analytical and problem-solving skills Project management skills Customer management skills results oriented
