Job Summary

Main purpose of the job:

  • Oversee the technical direction relating to the Wits RHI Free State program
  • Provide technical expertise and lead activities related to the delivery of HIV care and treatment services within Wits RHI Free State designated districts, ensuring standards and quality of those services
  • Support Wits RHI Free State managers to formulate and implement the Wits RHI Free State technical strategy in line with the program and organizational objectives

Key performance areas:

Technical Strategy development, oversight, and implementation
  • Support the COP and other APACE Key Personnel and Senior Managers in providing leadership and strategic direction for the effective implementation of the APACE program and ensure the integrity of the project
  • Lead the development and implementation of the APACE technical strategy within national, international, and donor guidelines
  • Provide high-level coordination for APACE technical strategy implementation including activities for the District Implementation Teams
  • Align project goals with donor strategic objectives and guidance
  • Communicate the Wits RHI APACE technical strategy to all relevant stakeholders
  • Conduct project visits as needed and review project assessments to evaluate progress on implementation plans
  • Regularly track program data and performance to inform changes in strategy and/or program implementation across the program
  • Ensure that the technical strategy is aligned to, and informed by, program data and program targets
Reporting and Administration
  • Coordinate donor reporting, including quarterly Joint Programme Planning Meetings with District teams, M&E, and finance teams
  • Lead the development of the annual work planning process in close collaboration with COP, Key Personnel, USAID, Department of Health, and project partners
  • Coordinate reports on key achievements, challenges, and any anecdotal success stories as requested by the donor or Wits RHI
  • Support the writing and/or review of technical components of materials and publications related to APACE
  • Support the dissemination of publications, best practice reports, and key technical documents that emanate from supported projects and programs
  • Ensure compliance with USAID operational policies and regulations so they are aligned with the technical strategy
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
  • Comply with requests for information emanating from USAID/PEPFAR
  • Coordinate and/or participate in grant writing and development to source additional funding related to outputs in key program focus areas
Human Resource and Allocated Budget Oversight
  • Provide support to the COP to ensure adequate resources for program implementation are available
  • Work with finance and relevant project staff to develop and track allocated project budgets and expenditures
  • Provide input as requested into USAID financial compliance reports, including but not limited to annual Expenditure Analysis reports which require technical programmatic insight
Stakeholder management (internal and external)
  • Act as a point of contact for the relevant technical area for the DoH, partner organizations, donors, and internal stakeholders where appropriate
  • Communicate with all levels of Wits RHI staff around APACE inputs and outputs
  • Communicate with local, regional, and international collaborators and stakeholders
  • Provide feedback to internal and external stakeholders
Staff management
  • Attend to all staffing requirements and administration
  • Supervise and manage the duties of subordinates to ensure optimal staff utilization and maintenance of sound labor relations
  • Set and review work plans
  • Perform and facilitate performance development and assessments
  • Identify substandard performance by team members and take necessary corrective action
  • Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organization
  • Promote harmony, teamwork, and sharing of information
Effective self-management and performance ownership
  • Take ownership and accountability for tasks and demonstrate effective self-management
  • Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained
  • Maintain a positive attitude and respond openly to feedback
  • Take ownership of driving your career development by participating in ongoing training and development activities such as conferences, workshops, etc.
  • Proactively builds relationships with other technical heads and readily offers support to colleagues within the Institute
  • Communicates proactively, frequently, and clearly with other colleagues
Required minimum education and training:
  • MBBCh Degree and a Postgraduate Qualification in HIV Management, Public Health or equivalent
Required work experience:
  • A minimum of 10 years of experience in expanding access to essential comprehensive HIV and AIDS services plus a minimum of 5 years of senior management experience in complex projects
Professional body registration:
  • HPCSA
Desirable additional education, work experience, and personal abilities:
  • Experience working in a donor-funded environment
  • Specialized knowledge and demonstrated expertise in the area of comprehensive HIV and AIDS services which is necessary for strengthening service delivery at the national, provincial, district, and facility/site level
  • Demonstrated leadership, management, and change management abilities, including the ability to manage a diverse team
  • Demonstrated history of influencing positive change with external stakeholders and developing and maintaining relationships at all levels of Wits RHI and partner organizations
  • Positive, energetic team leader with an ability to adapt to complex situations, manage stress, and deliver goals pro-actively
  • Organized with a thorough and accurate approach to work
  • Attention to detail
Demands of the job:
  • National and international travel and overtime may be required from time to time.
  • Must be contactable after working hours
  • May be required to work at sites that are under-resourced and operate in a highly pressurized environment
Communications and relationships:
  • Maintain effective working relationships with Senior Management and Wits RHI staff at all levels
