PURPOSE OF THE ROLE Blueflake Investments is seeking a Construction Safety Officer responsible for implementing, monitoring, and enforcing health and safety standards on construction sites in compliance with the Occupational Health and Safety Act (85 of 1993), Construction Regulations, client requirements, and company policies. The role ensures a safe working environment for all employees, contractors, and visitors. KEY RESPONSIBILITIES 1. Legal Compliance & Safety Management ? Implement and maintain site-specific Health & Safety Plans ? Ensure compliance with the OHS Act, Construction Regulations, and relevant SANS standards ? Conduct regular site inspections and risk assessments ? Monitor compliance with Method Statements and Safe Work Procedures (SWPs) ? Ensure legal appointments are in place and up to date ? Enforce permit systems (hot work, confined spaces, working at heights, lifting operations) 2. Risk Assessment & Hazard Control ? Identify hazards and implement control measures ? Assist with Baseline and Task Risk Assessments ? Review and update risk assessments as site conditions change ? Investigate incidents, near misses, and unsafe acts/conditions ? Compile incident reports and recommend corrective actions 3. Contractor & Workforce Management ? Conduct safety inductions for employees, contractors, and visitors ? Verify contractor safety files and supporting documentation ? Monitor subcontractor compliance with safety requirements ? Stop unsafe work where immediate danger is present ? Participate in toolbox talks and safety briefings 4. Training & Awareness ? Conduct toolbox talks and safety awareness campaigns ? Identify training needs and recommend safety-related training ? Promote a positive safety culture on site ? Ensure employees understand site-specific risks and controls 5. Inspections, Audits & Reporting ? Perform daily, weekly, and monthly safety inspections ? Compile inspection reports and corrective action registers ? Assist with internal and client safety audits ? Maintain safety statistics, registers, and records ? Submit weekly/monthly safety reports to management 6. Emergency Preparedness ? Assist with development and implementation of Emergency Response Plans ? Participate in emergency drills and simulations ? Ensure first aid, fire-fighting equipment, and emergency signage are compliant AUTHORITY ? Authority to stop work where unsafe conditions exist ? Authority to recommend disciplinary action for safety non-compliance ? Authority to issue non-conformance notices MINIMUM QUALIFICATIONS & REQUIREMENTS ? Grade 12 (Matric) ? SAMTRAC / COMSOC / NEBOSH Construction Certificate or equivalent ? Registered or registrable with SACPCMP (Construction Safety Officer category) ? Valid First Aid Level 1 ? Knowledge of OHS Act and Construction Regulations ? Computer literacy (Microsoft Word, Excel, email) EXPERIENCE ? Minimum 2-5 years experience in a construction safety role ? Experience on residential, commercial, or civil construction sites ? Experience managing contractor safety files SKILLS & COMPETENCIES ? Strong knowledge of construction safety legislation ? Excellent communication and interpersonal skills ? Attention to detail and strong reporting ability ? Assertive and confident in enforcing safety standards ? Ability to work independently and under pressure ? Valid driver's licence (advantageous or required WORKING CONDITIONS ? Site-based role with exposure to construction environments ? May require overtime or weekend work as per project needs PERFORMANCE MEASURES ? Compliance with legal and client safety requirements ? Reduction in incidents, injuries, and near misses ? Quality and accuracy of safety reports and inspections ? Contractor and workforce safety compliance levels
