Job Description


Job Summary

The incumbent shall be responsible for leading and directing strategy formulation, corporate performance planning, corporate reporting, performance information management, institutional service standards development and monitoring, and an org-wide continuous improvement programme. The incumbent shall also be responsible for overseeing regional office operations including regional office operations and governance planning, performance and reporting. The role entails engagement at Board and strategic stakeholder level around strategy and corporate reporting. The Head shall also be expected to manage functional area staff, direct unit budgets, support risk management and audit assignments.

Position reports to: CEO

Sub-ordinates: Regional Managers and Manager responsible for Corporate Performance Reporting and Performance Information Management as well as Manager: Strategy and Continuous Improvement

Minimum Requirements / Experience:

  • Masters degree or equivalent in Commerce, Engineering, Business Administration, Strategy or Development Studies
  • 10+ years working experience of which 8 years should be in the area of strategy and corporate performance; operations and general management; or corporate services management at senior management or principal consultant level.
Responsibilities:

Strategy development, corporate performance planning, corporate performance reporting, and unit governance
  • Lead the process of developing the organisational strategy and Corporate Plan
  • Provide strategic alignment input to business units in the development of unit business strategies and plans
  • Develop frameworks and applicable policies and practices to institutionalise corporate planning, performance information management, and corporate reporting
  • Contribute to the implementation of treasury systems, processes, procedures, tools, and control systems to anchor strategy implementation
  • Identify strategy execution related risks and Implement controls to minimize potential risks.
  • Ensure monthly, quarterly, and annual reports are prepared accurately, maintained, and submitted timeously to relevant stakeholders
  • Manage service providers for the development and publication of Corporate Plan and Annual Reports
  • Present Corporate Plan to internal and external stakeholders
  • Manage preparations for and support execution of unit internal and external audits.
  • Participate in EXMA and other management forums within the organisation, contributing expertise to enable sound decision making
  • Facilitate departmental communication through appropriate structures and systems
  • Develop and manage relationships with internal and external stakeholders
Regional office operational performance monitoring and accountability
  • Signed Performance Agreements with RM's line Corporate Plan targets
  • Ensure efficient allocation of resources at regional level.
  • Discuss and sign personal development plans (PDP's)
  • Create a conducive environment for smooth operations within regions
  • Monitor regional operational performance
  • Conduct regional needs analysis and propose interventions
  • Unlock blockages identified in regional operations
Oversight relating to regional office positioning and operational governance (role of region/ committee decision making structures)
  • Oversee Governance Structure in respect of regional operational activities
  • Establish and direct the design of regional delivery arrangement including committees and other decision making structures to ensure delivery at regional level
  • Ensure implementation of regional operational activities.
  • Provide reports on regional operations to EXMA
Regional office business planning, coordination and alignment to corporate strategy
  • Develop overall Regional Business plans, in line with Corporate Strategy
  • Drive monitoring and evaluation as well as impact assessments for initiatives for the Unit
Regional stakeholder management framework and oversight
  • Direct regional stakeholder management sessions for the purpose of establishing expectations and feedback on the organisation's regional performance.
  • Direct the process of developing Regional Economic Development Plans and alignment to stakeholders
  • Support regional stakeholder management efforts
Service standards development, monitoring and continuous improvement programme
  • Lead process of development corporate wide service standards for key delivery processes within the organisation
  • Facilitate and solicit regional and broader organisation input for the development of a operations improvement measures
  • Lead the org-wide continuous improvement programme focussed on operational efficiency
  • Ensure proper systems and controls in to embed operations improvement measures
Custodianship of the service level agreement and joint planning with other DEDEAT and other provincial entities
  • Spearhead and ensure conclusion of SLA's with DEDEAT and other entities
Portfolio and other public sector co-ordination .
  • Ensure the organisation representation and participation in portfolio and other public sector committees as required
  • Ensure timeous submission of documentation to relevant structures and ensure attendance.
  • Ensure co-ordination of the organisation's prompt responses and action to relevant Governments structure as may be required.
  • Provide feedback to organisation's internal structures as may be required i.e. EXMA, Board etc.
Budget Management of Unit
  • Manage and control the capital and operational budget of the Unit to ensure effective and efficient functioning within budgetary constraints.
  • Evaluate the unit's performance against the approved budget and addressing deviations/variances.
  • Monitor, recommend and implement corrective measures to rectify deviations/acts contrary to budgetary provisions, financial regulations, audit requirements and departmental procedures.
  • Authorise requisitions, payments, etc. regarding expenditure as delegated.
  • Prepare and present reports detailing the status of expenditure and availability of funds for current and short-term interventions.
  • Prepare budget transfer requests and submit for approval.
  • Sound planning and forecasting of capital expenditure within area of responsibility
People management
  • Assign responsibilities and ensure effective task authorisation protocols are in place
  • Implement staff development and training to achieve overall organisational objectives
  • Develop and implement succession plans
  • Adhere to employment equity and recruitment policies
  • Manage the performance of direct and indirect reports in accordance with the organisation's performance management policy and procedure. Identify training and development needs, implementing plans to address requirements, as appropriate.
  • Manage discipline and absenteeism in accordance with organizational codes and procedures
  • Motivate staff through the implementation of various reward mechanisms
Customer and Stakeholder Management
  • Manage relationships with stakeholders
  • Engagement with stakeholders on collaboration initiatives and regional operational matters
  • Conduct customer satisfaction surveys on an annual basis
  • "Direct stakeholder mapping and relationship building
  • Support and contribute to engagements with key stakeholders expectations management
  • Develop and institutionalise a framework for regional office collaboration with other units within the organisation
