Job Description

NECSA is a State Owned Company (SOC) in terms of the Companies Act and derives its mandate from the Nuclear Energy Act of 1999 responsible for undertaking and promoting research and development in the field of nuclear energy and radiation sciences and for the commercial exploitation of nuclear technology. NECSA engages in commercial business mainly through its two 100% owned commercial subsidiaries NTP Radioisotopes (Pty) Ltd. and Pelchem (Pty) Ltd. NTP is responsible for a range of radiation-based products and services for health care, life sciences and industry, whilst Pelchem supplies fluorine and fluorine-based products. JOB PROFILE



Coordinate and provide integrated labour relations advisory service to the Necsa Group, through the application of applicable labour relations policies, procedures and relevant labour legislation. Monitoring of employee relations agreements, policies and procedures. Ensure the continuous alignment with developing labour legislation.


KEY PERFORMANCE AREAS



Fostering Positive Employee Relations




Assist employees and management with queries and requests. Advise management on all matters that involve conflict between employees Ensure continuous internal training and updates on various ER case law across the group and where possible arrange external training. Work with the union representatives and management in the management of conflict in the workplace.

Compliance with Labour Laws and Necsa Groups Policies and Procedures

Assist in the development of ER Labour protocols, operating procedure and handbooks. Maintain and follow HR policies, regulations and procedures related to the function, rights and responsibilities of all staff. Provide advice on ER developments, ER trends and Labour Legislative amendments Ensure that all staff members are aware of the ER protocols, regulations, and that employees have access to the relevant handbooks when needed.

Resolutions of workplace issues




Collaborate with the HR and departmental managers with respect of grievances and disciplinary action required, including preparation of documents, investigation of any offence, and attendance of hearings. Provision of advice to Employees of applicable Necsa Group policies and Procedures Support ER Specialist on any CCMA or Labour Court referrals.

Perform Administration function in relation to the section




Monitor the implementation of the collective agreement. Monitoring of disciplinary hearings and grievance Perform general administrative duties for the ER Office which may include filing. Work to improve communication, cooperation and planning in the ER Office. Ensure a speedy resolution of grievance within the prescribed timeframes Assist with the review of the ER policies and Procedures within the prescribed timeframes

Compilation of Monthly and Quarterly ER Reports




Continuous provision of ER report as and when required


JOB REQUIREMENTS



Key knowledge and skills:



An understanding of and insight into the BCEA, LRA, OHS, EE, SDL, POPI and the Constitution. Knowledge of regulations and compliance as it relates to Human resources and South African Law Previous experience in working in a unionised environment advantageous. Knowledge and experience in HR system like SAGE. Understanding of employment contracts Familiarity with employment, CCMA and labour court processes Ability to liaise at all levels of the organisation Labour relations training experience and the ability to render advice and guidance in an objective manner Ability to handle conflict Excellent English writing skills to prepare Memos and reports.

MINIMUM QUALIFICATIONS AND EXPERIENCE:



A Diploma (NQF 6) Diploma in Employee / Labour Relations Any law degree will be an added advantage Minimum of 3 years hands-on experience as a Labour Relations Officer / Practitioner
