Project Overview
Palladium implements the U.S.-funded Data.FI award, a $180 million, 5-year global project serving as the U.S. Government's primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries. Data.FI accelerates data utilization, and strengthens health information systems, contributing to epidemic control and sustainability.
Role Summary
Palladium seeks a Data Analytics Engineer consultant to review the considerations inherent in the design of an automated and scalable national health data ETL/ELT process, so to inform its country-level discussions on data pipeline considerations for the National Health Insurance Fund digital architecture. This will require providing detailed documentation on key topics that include but are not limited to data ingestion, processing, storage, and orchestration to ensure data accuracy and accessibility.
Key Responsibilities
Detail known data ingestion processes and sources for healthcare data in South Africa, including both public and private sectors
Define infrastructural considerations at all levels of the healthcare system that impact on best practice processing and transformation for healthcare data
Provide guidance on appropriate storage systems for diverse healthcare data processes according to data structure, volume and access patterns
Detail the concept of pipeline robustness and provide guidance on best practice to inform discussions with key stakeholders
Provide an overview of scalability and performance trade-offs for resource-constrained systems with increasing data volumes and processing loads over time.

Documentation of best practice ETL/ELT processes for healthcare data in South Africa
-Discussion briefs on key short-, medium- and long-term data pipeline considerations for healthcare data in South Africa.
Qualifications and Experience
Advanced degree in Information Systems, Computer Science, Health Informatics, or related field.
Minimum 10 years' experience in enterprise architecture, digital systems, or ICT strategy within large-scale public or health sector programs.
Demonstrated experience with TOGAF or similar architecture frameworks.
Proven expertise in interoperability standards, digital governance, and enterprise-level solution design.
Strong understanding of the South African digital ecosystem.
