Job Purpose


The Department of Environmental Affairs and Development Planning, Western Cape Government has an opportunity for a suitably qualified and competent individual to manage and promote the effective and efficient development, implementation of integrated waste management policies, legislation and strategies, action plans, norms and standards, guidelines, and the promotion and implementation of waste minimisation interventions.



Minimum Requirements


An appropriate 4-year B-Degree/ Honours (equivalent or higher qualification) in natural or physical sciences, environmental sciences or engineering field or an equivalent qualification; A minimum of 6 years post qualification experience in the field of waste and/or pollution management.

Key Performance Areas


General management and administration, assets administration, financial and human resource management; Coordinate, review and provide specialist comments and advice to organs of state and other stakeholders and provide inputs to the state of waste and municipal reports; Management of waste minimisation projects; Review policy instruments and management of the development and implementation of policies, legislation, guidelines, norms and standards; It will be advantageous to have the following: A valid (Code B or higher) driving licence. NB: People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply; Resource Economics knowledge or experience; Waste planning and minimisation; Impact management; Facilitation of public participation processes; Policy research and development; Awareness and capacity building w.r.t waste management; Managerial and administrative experience, that includes human resource management, financial management.



Competencies

Knowledge and experience in the following:

Policy development, monitoring and evaluation of policy and implementation; International multilateral agreements; Environmental resource economics; Cleaner production; Working with environmental legislation, policies and regulations that includes waste management;

Skills needed:

Computer literacy in MS Office Package; Written and verbal communication; Ability to work independently and as part of a team.





Remuneration

Grade A - R 612 480 per annum (OSD as prescribed).



Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
