About the Position

South African Revenue Service (SARS) is looking at filling Health and Safety Specialists vacancies in the Western Cape, Eastern Cape and Free State where the successful incumbents will be based. The positions entail supporting SARS management in both inland SARS offices and SARS Customs in the Ports of entries environment in developing, implementation, monitoring and reviewing Health and Safety management systems. The successful incumbent must have an in-depth knowledge of the Occupational Health and Safety Act (no 85 of 1993) and the related regulations, must be an analytical thinker, ability to work under pressure, pay attention to detail, must have relevant computer skills, excellent interpersonal and communication skills, both written and verbal and presentation skills.

Job Purpose

To play a critical role in circumventing accidents, injuries, and health hazards from occurring in the workplace. The primary responsibility will be to thoroughly inspect and analyse workplace environments, conditions, and practices to identify potential hazards. To advise management on the corrective measures to be implemented to avert and or minimise the impact of accidents in the working environment. The task will include but not limited to Risks Identification, communication of risks identified to the managers, following up on corrective measures, monitoring the compliance measure of the region, investigation of accidents and education of employees about Health and Safety good practises (Capacity building), liaise with different stakeholders in and outside SARS and paying attention to legislative changes.

Education and Experience

Minimum Qualification & Experience Required

Relevant Bachelor's Degree / Diploma in Occupational Health and Safety/Environmental Studies, or equivalent, and 5-7 years' experience in a similar environment, of which 2-3 years ideally at functional specialist level and a valid driver's license.

Minimum Functional Requirements

Senior Certificate (NQF 4) and 10 years related experience in Occupational Health and Safety environment with SAMTRAC/SHEMTRAC certification and a valid driver's license.

Job Outputs:

Process

  • Have a valid drivers license and be prepared to travel even at short notice.
  • Conduct office inspections to ensure adherence to published standard operating procedures and make recommendations for changes.
  • Advise management on occupational health and safety issues.
  • Promote communication between office management, SARS employees and taxpayers with respect to functional health and safety matters.
  • Provide advice and support to volunteers that perform health and safety duties over and above their normal job.
  • Check completeness, validity, relevance, and corrective actions where necessary, in order to maintain set standards and achieve set objectives.
  • Conduct risk assessments of all offices in the region, identity vulnerabilities and advise management on corrective measures.
  • Develop and maintain productive working relationships with peers, SARS role players and third parties to achieve predefined objectives.
  • Execute specialist input through investigation &opportunities within the product process including risk concern.
  • Provide specialist input through the investigation of opportunities for operational and process product and risk optimisation.
  • Accumulate information to review work progress that provides input to reporting, decision making and the identification of improvement opportunities.
  • Apply practical and applied knowledge and act authoritatively on methods, systems, and procedures to identify trends and potential risks.
  • Communication of situational interpretation and judgement of work outputs and queries in area of specialisation.
  • Correctly apply policies, practices, standards, procedures, and legislation in the delivery of work outputs.
  • Draw on own knowledge and experience to diagnose symptoms, causes and possible effects to solve emerging problems.
  • Initiate process and procedural change, implement the change, and provide guidelines and support related to new requirements because of the change.
  • Plan for value-added process improvements, initiatives, and services to deliver on operational strategy and objectives.
