Chief Officer: SCM Procurement Specialist

The Finance and Operations Directorate of the South African Medical Research Council, which includes Finance, Operations, Supply Chain Management (SCM) and IT, plays an integral support function in enabling the organisation to fulfil and achieve its vision of improving the nation's health and quality of life by funding and conducting relevant and leading health research.

Responsibilities:

• Demand Management

• SCM Policy/SOP monitoring framework and other SCM governance legislative requirements

• Provide Assistants and Input to the Division Head on operational and strategic matters

• Bids Management

• Staff Supervision and Coaching

• Stakeholder Management

• Acquisition Management xe2x80x93 Compliance and Adjudication of RFQ.

• Project Management and Process Improvement

• Contracts/Supplier Performance Management

• Risk Management xe2x80x93 Co-ordinate SCM risk management

• Co-ordinate B-BBEE Project and Activities

Core Requirements:

• 3-year National Diploma/Degree in Supply Chain Management or Logistics.

• 3 xe2x80x93 5 years' relevant experience in Supply Chain; with 2 years of Bid management experience; solid understanding of demand management and some experience (1-2 years) executing demand management strategies

• Knowledge and application of PFMA and Treasury Regulations, Practice Notes, Circulars, B-BBEE, and other relevant legislative framework

• A valid and unendorsed Code B driver's license or higher

• Professional engagement with senior stakeholders

• Report writing, computer, organising and communication skills.

Advantageous:

• Solid 3 -5 years' experience in Supply Chain Management.

• Public Sector Experience

• Sourcing, preferably within (scientific) research environment Medium to high proficiency of computer skills;

• JDE Knowledge and SCM ERP systems.

A salary in the region of R558 143 per annum, cost-to-company will be negotiated in consideration of experience and qualifications.
