Chief Gaming Auditor: Operational Compliance

Job Description

The purpose of this position is to implement a Gambling Control regulatory framework and measures to oversee and manage gambling activities in accordance with the Western Cape Gambling and Racing Act, Act 4 of 1996, and regulations, policies, and procedures under the regulatory jurisdiction of the WCGRB.


The minimum requirements are:






A National Diploma or a Bachelor's Degree in Compliance or Auditing or Risk Management. Five years or more post-qualifying relevant auditing experience, specifically within a government or parastatal environment. At least five (5) years' experience in management or supervisory position. A solid understanding of legislation regulating the gambling industry in South Africa will be considered an advantage. Demonstrated experience in writing clear, accurate and comprehensive reports. A valid Code B driver's licence.




Additionally, the role requires an individual with strong analytical and critical thinking skills, advanced computer literacy, excellent administrative skills, and the ability to pay close attention to detail. Good interpersonal and communication skills are essential. Candidates must also possess excellent report-writing abilities, conflict resolution skills, demonstrate resilience under pressure, be adaptable to engage effectively with diverse individuals at various levels, and have the ability to work independently and exercise sound judgement. The

highest standards of ethical behaviour, integrity, and professionalism

are also essential for this position.




The key performance areas of this position will include, inter alia

:








Lead the development and execution of audit strategies and plans that ensure operational compliance across gambling activities, by guiding Gaming Auditors in risk-based and regulatory-aligned audit practices. Oversee the execution of planned audit procedures to assess the effectiveness and efficiency of license holder's internal controls. Implement robust record management and reporting practices in operational compliance to promote regulatory compliance, transparency and public trust in the gambling industry. Ensure timely and effective resolution of conflicts, complaints, and disputes among gambling operators, players, regulators, and other stakeholders. Manage requests from license holders related to the movement of gambling devices, surveillance amendments, internal control standard changes, and similar matters. Proactively identify potential risks and ensure mitigation strategies are in place to prevent their occurrence and ensure operational efficiency. Ensure full compliance with legislative requirements, including the Financial Intelligence Centre Act.



The Board offers an all-inclusive salary package (including a 13th cheque) of R

896,436.00

per annum (Salary Level 11).
