Job Description


The Department of Agriculture, Western Cape Government has an opportunity for a suitably qualified and competent individual to facilitate the control over salary advices, tax matters, persal deductions and allowances, Travel and Subsistence and maintenance of suspense accounts. Debt Management.
Minimum Requirements
Senior Certificate (Grade 12 or equivalent qualification) with Accounting as a passed subject; A minimum of 3 years relevant experience in Debt Management or related.
Recommendation
A valid (code B or higher) driving licence. NB: People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply.
Key Performance Areas
Debt Management; Accounting Policies and Procedures (Journals and Payments), Suspense and Ledger accounts; Human Resources Management and Operational Planning; Tax matters; Persal deductions and allowances; Maintenance over operating systems (PERSAL), Batch Control, salary advices and third party payments, Persal Forum; Travel and subsistence.
Competencies
Knowledge of the following: Financial background specifically in Public Sector Finance; PERSAL and BAS; Relevant legislation, directions and procedures with regard to financial administration and more specifically of: PFMA, NTR'S, PTI'S and Division of Revenue Act (DORA); SCOA. Skills needed: Written and verbal communication; Computer literacy in MS Office Package (Word, Excel, PowerPoint, Internet, Outlook); Planning and organising; Problem solving and decision making within the field of work; Analysing; Numeracy skills; Supervisory skills; Ability to interpret policies and directives; Ability to work independently and as part of a team.
Remuneration
R 325 101 R 382 959 per annum (Salary level 7)
Note on remuneration in addition to service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.
Notes
Shortlisted candidates will be required to submit documentation for verification purposes and criminal record vetting. These candidates will be required to complete a practical assessment and attend interviews on a date and time determined by the department and may also be required to undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
