To develop, implement, manage and maintain the Health, Safety and Environment (HSE) Management Systems within the Fluoro-chemical operations, to ensure compliance of the relevant statutory and regulatory precepts.
KEY PERFORMANCE AREAS
Strategic Management & Business Planning
Determining, implementing and monitoring SHEQ strategies, policies and plans for Pelchem operations.
Develop and align to ensure the effective implementation of Health, Safety and Environmental compliance strategies and business plans for areas of responsibility.
Apply principles of good governance and legislative compliance to the operation of the business unit.
Achieve and maintain compliance with all Legal and other statutory requirements.
Design frameworks, norms, standards and systems for implementation within regulatory and Necsa Group IMS compliance, in order to ensure that the function fulfils its role.
Communicate regulatory information to Pelchem, as a legal entity and relevant Necsa departments and ensure that information is interpreted and applied correctly.
Controlling the preparation of safety records and reports.
Developing and implementing administrative and procedural guidelines for use by staff in Pelchem.
Consulting with other managers about SHE and Quality matters
Preparing and implementing plans and strategies for the Health, Safety and Quality of the plants and persons.
Ensuring the organization complies with relevant legislation and regulations. (OHSAct, Water Use License and Air Quality License).
Developing, implementing and monitoring programs to minimize workplace health and safety hazards and environmental pollution involving chemical, physical and biological hazards.
Audit adherence to procedures and guidelines, taking appropriate corrective actions to minimize potential risk to the organization.
Participates in the development and implementation of, and maintains compliance with, all applicable Processes, SOPs and working instructions.
Familiarizes and understands the current regulatory legislation to keep the legislative knowledge up to date at local and regional level.
SHEQ/Regulatory Compliance
Implement SHEQ processes to adhere to SHEQ related Legislation and standards as well as Necsa internal SHEQ requirements.
Continually assess the environmental impacts of the chemicals used and take remedial action where appropriate.
Implement strategies to improve safety culture within Pelchem in collaboration with the Group Safety Culture Function.
Maintain ISO accreditations by ensuring adherence to ISO standards.
Maintains awareness of current regulations and anticipates implications and opportunities as a result of changes to the relevant regulatory environments.
Establish and maintain the necessary management systems to ensure the effective, efficient and safe execution of work.
Establishing and managing budgets, controlling expenditure and ensuring the efficient use of resources.
Ensure emergency preparedness and response in line with the Major Hazard Installation regulations and the Necsa Gorup Emergency Plan.
Ensure Health and Safety Committee meetings takes place accordingly and issues raised are tracked until resolved.
Ensure the statutory training and legal appointments are in place.
Facilitate internal and external audits(ISO 9001,ISO 14001,ISO 45001 and Process Safety)
Observe all normal and abnormal high risk tasks
Overseeing recording and investigating incidents, equipment damage and reporting of safety performance.
Investigate Major and Minor SHEQ related incidents.
Ensure compliance to the Atmospheric Emission License and reporting to authorities as required.
Monitor & trend incidents of Safety, Health and Environment (Air pollution, water pollution & spillages).
Stakeholder Engagements
Attend all the Stakeholders meetings in relation to Health, Safety and Environment.
Engage regulators on behalf of Pelchem.
Ensure alignment and collaboration with stakeholders within the Necsa Group.
Manage the relationship and excellence and accountability in delivery of the SHEQ service to Pelchem.
People Management
Manage the administration of staff i.e. leave approval and travel expense approval.
Conduct ongoing performance reviews of subordinates and attend to areas of non-performance.
Identify training and development opportunities for subordinates.
Provide coaching and mentorship to subordinates on procurement processes,
Participate in the recruitment of staff members.
Overseeing the selection, training and performance of staff.
Ensure positive and productive working environment.
Coordinating arrangements for the compensation, rehabilitation and return to work of injured workers.
Advising methods to prevent, eliminate, control, or reduce the exposure of workers, public and the environment to chemicals.
Manage Budget
Analyse and forecast current and future procurement and facilities expenditure.
Prepare an annual departmental budget and submit to the CFO for approval.
Manage the Pelchem compliance budget whilst consistently identifying and initiating cost saving initiatives.

MINIMUM QUALIFICATIONS
Grade 12 Certificate
BTech Degree in Environmental Health/Safety Management/Compliance Management
MINIMUM EXPERIENCE
Minimum of 7 years in Chemical sector of which 3 year is in a supervisory role.
Experience with a highly regulated environment.
