We are seeking a highly skilled and experienced Supply Chain Management (SCM) Officer/Specialist to oversee and coordinate procurement, contract management, logistics, and supplier performance. The ideal candidate must have a strong understanding of PFMA, PPPFA, Preferential Procurement Regulations, Treasury Guidelines, and applicable SCM frameworks.
Key Responsibilities:
Manage end-to-end procurement processes from specification development to contract award.
Ensure compliance with SCM policies, PFMA, PPPFA, Treasury Regulations, and organisational guidelines.
Conduct market research, supplier evaluations, and risk assessments.
Maintain supplier databases, vet suppliers, and oversee performance management.
Prepare bid documents, advertisements, briefing sessions, and evaluation reports.
Coordinate Bid Committees (BEC, BAC, BSC) and ensure accurate record-keeping.
Manage contract lifecycle: initiation, monitoring, renewals, and close-out.
Monitor inventory levels, demand planning, and replenishment.
Analyse procurement data and prepare monthly/quarterly SCM reports.
Identify cost-saving opportunities and improve procurement efficiency.
Support internal departments with procurement forecasting and compliance guidance.
Minimum Requirements:
National Diploma or Degree in Supply Chain Management, Logistics, Procurement, or related field.
Minimum of 5 years relevant SCM experience in the public or private sector.
Strong knowledge of SCM legislation, policies, and frameworks.
Experience in tender administration, contract management, and supplier performance.
Computer literacy (Ms Office, ERP systems).
Excellent communication, analytical, and negotiation skills.
Valid driver's licence (advantage, if required).
Added Advantages:
Professional registration with CIPS or similar professional body.
Experience in construction, engineering, municipal, or public entity procurement.
Knowledge of demand, acquisition, and contract management models.
