Job Description

Job Purpose




The Department of the Social Development, Western Cape Government has an opportunity for a suitably qualified and competent individual to develop and implement Supply Chain Management (SCM) policies, systems and processes.

Minimum Requirements




An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification) in financial management, law or similar environment; A minimum of 3 years experience in a supply chain management environment.

Key Performance Areas




Compilation of movable asset management notes for interim financial statements (IFS) and annual financial statements (AFS) in terms of the modified cash standards / generally recognised accounting practice (GRAP); Compile the monthly basic accounting systems (BAS) / logistical information system (LOGIS) reconciliations; Liase with contract management in order to keep track of financed leased assets that has to be added to the departmental asset register; Manage asset reporting and analysis.

Competencies



Knowledge of the following:

Policy Development; Financial norms and standards (Public Finance Management Act - PFMA, National Treasury regulations - NTR's, Provincial Treasury Directives/Instructions - PTI's); Strategic Sourcing and Preferential Procurement / BEE; SCM regulations, policies and procedures, applicable delegations, asset management forms as per policies and procedures; Financial management processes; Procurement best practices including sourcing strategies and the different mechanisms for procurement; Procurement policies, procedures, contract management; Accounting Manual for Departments (AMD), GRAP and disclosure requirements for Movable Assets; It will be advantageous to have working knowledge, skill and experience in Excel and Logis system.

Remuneration



R 397 116 - R 467 790 per annum (Salary level 8)
