Job PurposeThe Specialist: Cargo Safety and Compliance will perform assessments and monitor compliance at all Cargo Terminals (Domestic/Regional/International) to ensure compliance to IOSA, SACAA, IATA and internal SAA regulatory requirements. The role will act as a designated person responsible for Dangerous Goods for South African Airways as per the South African Civil Aviation Authority Regulatory Standards and Requirements (Part 92.00.30).
Principal Accountabilities

  • Compile, maintain, monitor and distribute known shippers list
  • Compile all SLA Report and Department monthly report
  • Conduct Compliance Assessments at local and other cargo centres and follow up on corrective actions
  • Compile Compliance Assessments reports and Maintain Assessment Check list
  • Update all relevant Cargo Manuals (CPM, CQSM, etc)
  • Ensure adherence to safety standards and statutory requirements for ULD operations
  • Develop and promulgation of company wide Dangerous Goods safety standards and practices to ensure that line management has the necessary direction and control
  • Conduct Dangerous Goods internal quality audits and report all dangerous goods accidents and incidents
  • Performing incidents investigation and reporting
  • Maintain dangerous goods incidents and accidents records
  • Establish and maintain effective liaison with the SACAA, airport authorities as well as other government and law enforcement agencies
  • Responsible for assessing the safety performance measurement of all GHA suppliers
  • Ensure delivery of all safety related KPI for Cargo, including developing reporting programmes for management in Cargo and Corporate safety
  • Ensure all staff dealing with dangerous goods and related documentation are trained and proper control of training records are established and maintained
  • Responsible for assessing the safety performance measurement of all GHA suppliers
  • Ensure all Cargo Safety Manual changes are aligned with SAAxe2x80x99s Safety programme
  • Recommend best practices for safe and secure operation in accordance to airline best practices standards
  • Review all Cargo manuals to ensure the safety elements are kept updated, maintained and developed
  • Review all safety related training elements
  • Ensure safety is a core value of all training courses and remains relevant and updated
  • Develop and execute risk assessment and mitigation policies and procedures
  • Perform operations safety analysis
  • Chairing monthly SAG meetings and quarterly cargo MRBxe2x80x99s
  • Investigate all safety incidents and maintain incident and accident reports and follow up on corrective action
  • Ensuring safety system compliance and standards and non-compliance reporting, and root cause analysis
  • Liaising with regulators and conduct internal quality inspections
  • Ensure findings from internal and external audits are closed
  • Review effectiveness of health and safety measures
  • Drive reduction of non-compliance, enforcement penalties and number of exceedances
  • Compiles and co-ordinates the risk register
  • Audit and analyse queries regarding dangerous goods, live animals and other special cargo
Qualifications & Experience
  • Bachelors Degree in Quality Management Systems or Transportation Management or Logistics Management at NQF level 7 with 3-5 years experience in the Cargo or Airline Compliance and Safety Management OR 5 -7 years experience in the Cargo or Airline Compliance and Safety Management
  • Completed Dangerous Goods (DG) training, Aviation Security Training (AVSEC)
  • Hazard Identification and Risk Assessment Certificate
  • Understanding of ISO 9000 standards
  • Airline Auditor Certificate
  • Dangerous Goods Regulations
  • Knowledge and understanding of IATA/IOSA regulations
  • Understanding of SGHA Agreement clauses
  • Safety Management Systems (Principles and Procedures)
Knowledge and Skills
  • Safety and compliance with Airline Cargo policies and processes
  • Knowledge of SA Civil Regulations and technical standards
