Responsibilities
Enforcement of the Regulations to the Minerals Act and schedule 4 to the MHSA.
Enforce the following:
u Supply of lifting equipment on site;
u Maintenance and repairs of lifting equipment in case of breakdowns;
u Ensure compliance to Rules, Standards, Procedures and Codes of Practice.
u Ensure operators are trained and competent to do their jobs.
u Adhere to safety regulations.
u Making sure machines are inspected on daily basis.
u Attend meetings.
Ensure that work carried out within your area of responsibility is carried out safely and in accordance with the MHSA
Implement corrective measures and/or report breaches of the Provisions of the Mineral and Petroleum Resources Development Act, No. 28 of 2002 ("MPRDA")I Mine Health and Safety Act No. 29 of 1996 ("MHSA"), MHSA Regulations and the Minerals Act Regulations which remain in force and effect in terms of Schedule 4 of the MHSA, and any policies, practices, procedures, standard instructions and Codes of Practice.
Take appropriate steps to implement discipline, where appropriate, to ensure compliance with the provisions of the Provisions of the Mineral and Petroleum Resources Development Act, No. 28 of 2002 ("MPRDA"), Mine Health and Safety Act No. 29 of 1996 ("MHSA"), MHSA Regulations and the Minerals Act Regulations which remain in force and effect in terms of Schedule 4 of the MHSA, policies, practices, procedures, standard instructions and Codes of Practice or any similar documents.
Ensure that all employees within your area of control have necessary personal protective equipment and that they have been instructed in the proper use, the limitations and appropriate maintenance of equipment.
Safety, Health, Environment and Quality Management System ("HSE Management System")
Assist with implementation and maintenance of the HSE Management System;
Ensure appropriate information is made available for management reviews;
Keep all records safe and available for inspection;
Attend health and safety meetings at regular intervals and provide the manager with minutes thereof;
Provide the information to enable management to evaluate the adequacy and effectiveness of the HSE Management System;
Assist in conducting internal audits as per audit schedule;
Assist in conducting external audits;
Assist in coordinating revisions, updating, approval, consultation and distribution of standard instructions, task procedures, Codes of Practice, rules, managerial instructions, risk assessments, exemptions, approvals and permissions.
Assist in ensuring that the health and safety policy is distributed and complied with.
Hazard Identification and Risk Assessment
Assist and where appropriate, carry out baseline, issue based and continuous HIRAs.
Consider the various hazards within area of responsibility (geographical and functional) and ensure that these are taken into account in determining the baseline HIRA.
Follow the procedures which have been designed following issue based HIRAs.
Carry out issue based HIRAs, where each HIRAs have not been provided.
Ensure that all direct reports, carry out mini-risk assessments before tasks are carried out.
Implement measures determined necessary to address the identified hazards and the assessed risks.
Review the hazards identified and risks assessed on a periodic basis.
Conduct investigations in cooperation with the health and safety representative responsible for the working place where an accident or incident has occurred.
Training and Communication Regarding Health and Safety
Ensure that health and safety training and communication is communicated to employees and that, where appropriate, employees are sent for retraining.
Ensure that Health and safety training consists of a number of aspects including induction, on the-job training, specialised / job specific training, communication during health and safety meetings, on notice boards, and similar communications.
Ensure that employees are provided with any information, instruction, training and supervision that is necessary to enable them to perform their work safely and without risk to health;
Ensure that every employee becomes familiar with work related hazards and risks and the measures that must be taken to eliminate, control, and minimjse those hazards and risks.
Ensure that every employee is properly trained to deal with every risk to the employee's health or safety that is associated with any work that the employee is required to perform and has been recorded in terms of Section 11 MHSA, in the measures necessary to eliminate, control and minimise those risks to health and safety, in the procedures to be followed to perform that employer's work, and in relevant emergency procedures.
Ensure that employees receive training before an employee first starts work, and at intervals determined by the Company from time to time, before significant changes are introduced to procedures, mining and ventilation layouts, mining methods, plant equipment and material, and before significant changes are made to the nature of the employee's occupation or work.
Implementation of Systems
Assist with the enforcement and compliance by employees with Codes of Practice, procedures etc.
Ensure that:
Safety representatives are appointed in the area of responsibility.
Meetings are held;
Planned task observations are carried out.
Enforce the various standards and procedures.
Over Inspection
Carry out over-inspection on employees, on a regular basis (where this is determined by the MHSA, MHSA Regulations or Minerals Act Regulations, these time periods must be complied with).
Keep records of the over-inspections carried out (whether this is formal or informal).
Contractor Management
Ensure that the contractor's work safely and without risk to their health, in your area of responsibility.
Ensure where appropriate, senior employees of the contractor a) carry a statutory appointment b) that the contractor has been provided with or has access to all relevant procedures and practices applicable to your working area and
Carry out regular over-inspections on the contractors.
Oversee service delivery on client site
Ensure strict adherence to Service Level Agreement
Clock onto and out off site
Inspect PPE, safety file for each operator
Plan Logistics of machines to departments.
Ensure all safety rules are followed
Collect all works orders & Assessments for the next day.
Visit planner and supervisors daily according to call cycle.
Visit plant and do assessments as required.
Update fleet board, utilization and savings model.
Follow up quotations with client.
Supervise operators to ensure work is carried out in the correct way and by Eazi standards.
Perform a site inspection and assess each job from planning meeting and recommend correct machine for use.
Verify and update safety file.
Train customers on machines as needed.
Ensure machines on site are kept clean and in operating condition
Keep machine files up to date.
Ensure invoices and client documentation are submitted on time.
Ensure that Monthly PDI and services on machines are conducted.
Ensure machines are compliant to the site requirements
Complete monthly safety inspections (fire extinguisher, first aid)
Follow up on payment (invoices and damages)
Ensure all machines have valid load tests at all times.
Ensure the EAZI Access yard on site is at all times in a clean and safe condition and fit for purpose to conduct work.
Ensure parts are available to conduct work required on site.
Monthly stock takes to be conducted and send through to management.
Keeping of Records
Retain relevant records, where possible (whether this is informal or not) in respect functions and activities in your area of responsibility. This demonstrates compliance with the general responsibilities contained in the MHSA and Regulations.

Attend daily maintenance and planning meetings
Attend customer daily toolbox talks (random check) to see right topics are discussed, relevant risks are identified and operators sign off toolbox talks
Perform safety toolbox talks as required.
Attend cost saving review meeting with customers and management.

Weekly meetings with Eazi to discuss utilization, savings, challenges and opportunities
Manage operator restrictions so that all operators are working within the confines of their certifications
Manage operator Overtime to ensure legal compliance.
Arrange for restrictions on licenses to be removed when necessary
Ensure all operator certifications are valid and not expired
Secure and optimize revenue
Ensure full site revenue potential is secured.
Demonstrate monthly savings.
Identify new opportunities and applications for potential cost saving for the site.
Monitor monthly invoicing and input costs.
Share learnings from related sites to optimize revenue.
Monitor opposition activity and work with industry specialist and Depot Manager to develop strategies and mitigate risks.
Reporting
Complete monthly savings and activity report i.e. timesheets, utilization etc.,
Complete machine damage reports.
Monthly presentations and reporting to Depot Manager on savings, utilization and challenges
Follow up on payment (invoices and damages)
General
