To pursue the attainment of the Council Development vision by planning, co-ordinating, controlling and implementing policies and procedures with respect to the delivery of houses, land release and infrastructure, fostering economic development and proving an effective Administrative Support including managing Squatter Control issues in order to ensure the Region is prepared and positioned to guide housing development.
Key Responsibility Areas
Develops a strategic and tactical plan for the completion of projects associated with the provision of infrastructural services and shelter for the qualifying communities within the vision of the Breaking New Ground (BNG).
 Interprets, implements and ensures compliance with all plans, building and Local, Provincial and National policies.
 Facilitates economic development including job creation, training and the promotion and establishment of contractors.
 Manages and controls staff within the area of jurisdiction.
 Co-ordinates and directs activities associated with land invasion / squatter control and curbs unlawful occupation of land.
 Resolves conflicts that arise between beneficiaries, development committee and other stakeholders in the project.
 Ensures adherence to the Occupational Health and Safety Act (1993), NEMA and other prescripts.
 Develops and manages operational issues e.g. fleet maintenance programme.
 Implements and controls the Human Settlements plan arising out of the Integrated Development Plan (IDP) and Service Delivery Budget Implementation Plan (SDBIP).
 Controls and maintains the overall Human Settlements budget, procurement in line with financial management regulation within the Region.

Essential Requirements
Bachelors Degree (NQF Level 7) in the Built Environment field.
 Relevant Project Management certificate.
 Valid motor vehicle driving license.
 6 Years relevant experience in Project Management within the Built Environment.
 Computer Literacy.
Preferred Requirements
Relevant post graduate degree (NQF Level 8) in the Built Environment field.
 Registration with the South African Council for Project and Construction Management Professions (SACPMP) or any other accredited Professional Body within the Built Environment.
 8 Years relevant experience in Project Management within the Built Environment.
