Rand Water Services, a subsidiary company of Rand Water is looking for a Senior Manager: Business Development to provide strategic leadership in identifying, developing and managing business opportunities that ensure sustainable growth and financial viability for Rand Water Services.

Minimum Requirements



Minimum

: Appropriate Recognized Degree at NQF Level 8 in Commerce, Accounting, Engineering Sciences, Natural Sciences or equivalent.

Desired

: A Master's Degree in Business, Engineering or Public Administration (e.g. MBA, MBL, MSc or equivalent qualification at NQF Level 9). Recognised membership by a professional body (e.g. ECSA, SACNASP, SAICE, IODSA, etc) is desirable Additional training or certification in public sector governance, compliance, or financial management is an advantage is desirable

Minimum

: Minimum of 10 years in business development, strategic planning, or investment analysis, ideally in utilities, municipal, or public sector environments. Proven track record of leading projects with accountability and transparent stakeholder engagement. Experience in structuring deals and partnerships that are fair, efficient, and compliant with governance requirements.

Primary Duties



Develop new business markets and opportunities to diversify revenue streams. Manage growth initiatives to maintain efficiency and fairness in execution. Implement transparent reporting on expansion outcomes for executive leadership. Develop and manage partnerships with municipalities, government, and industry stakeholders. Direct stakeholder engagements to maintain accountability and transparency. Maintain sustainable relationships that support organisational growth and compliance Develop innovative revenue models that optimise value for money. Manage commercial ventures to maintain transparency, compliance, and accountability. Implement fair and efficient evaluations of commercial viability. Develop feasibility frameworks that support accountable investment decisions. Manage investments through transparent assessments and efficient risk controls. Administer investment processes that balance stakeholder interests fairly. Monitor market and industry trends to support evidence-based decisions. Manage business analyses to maintain transparency, accuracy, and accountability. Implement insights that improve efficiency, competitiveness, and sustainability. Direct contract negotiations to maintain fairness and transparency. Administer agreements to reflect accountable governance and efficient resource allocation. Maintain clear documentation to support defensible decisions and compliance. Develop CSR initiatives that promote fairness, inclusivity, and equity in socio-economic impact. Manage CSR activities to maintain transparency, accountability, and compliance. Implement sustainable solutions that balance organisational growth with community benefit.

Knowledge



Strong understanding of business development and revenue-generation strategies. Feasibility assessment, risk management, and financial modelling techniques that ensure efficient and accountable decision-making. Knowledge of municipal service delivery processes, partnership frameworks, and governance requirements. Awareness of compliance obligations and transparent reporting standards. Understanding and interpretation of applicable legislative frameworks, e.g. Companies Act, Water Services Act, PFMA, MFMA, BBBEE, Public Audit Act etc.

Skills



Strategic planning, market analysis, and innovation skills to drive growth responsibly and efficiently. Advanced negotiation and stakeholder engagement skills that ensure fairness and transparency. Strong financial forecasting and budgeting capabilities, ensuring accountability and compliance.
