KEY PERFORMANCE AREAS
1. Provide Support to Stakeholders
1.1. Liaise with internal and external stakeholders, such as the Department of Higher Education and
Training, the National Treasury, the SETA banking institutions and Auditors;
1.2. Ability to respond to queries and provide relevant information to the Business Units/Chambers
timeously.
2. Financial Reporting
2.1. Assess and review monthly management accounts to ensure completeness, accuracy, and validity of
all material amounts and balances;
2.2. Prepare and/or review GRAP-compliant Annual Financial Statements with supporting schedules;
2.3. Prepare and/or review annual budgets, MTEF/ENE, and in-year budget monitoring and reporting;
2.4. Prepare and/or review the National Treasury and Department of Higher Education and Training
reports;
2.5. Prepare and/or review and posting of entries into the General Ledger;
2.6. Oversee and manage the mandatory grants expenditure process;
2.7. Review and release payments;
2.8. Maintain an effective and transparent system of account management, risk management, internal
controls, income, expenditure, asset and budget management;
2.9. Ensure compliance with PFMA, Treasury regulations, Grants regulations and other prescripts
applicable to the finance and SCM environments;
2.10.Implement plans to ensure that transactions are timely processed in accordance with the applicable
legislative framework;
2.11.Review of commitments listings (Discretionary grants and administrative-related commitments);
2.12.Carry out any other responsibilities and duties as assigned by the Finance Manager and the Chief
Financial Officer.
3. Management Responsibility
3.1. Identify and monitor team and individual goals;
3.2. Manage staff time, attendance and leave according to policy;
3.3. Ensure completion of performance agreements and appraisals of self and staff on or before the due
date;
3.4. Manage/ monitor and check on personal development plans submission, approval and
implementation;
3.5. Ensure Job profiles are updated and signed annually;
3.6. Ensure communication with department staff and following up department goals;
3.7. Ensure no repeat findings in the AG management report and implement corrective actions on
existing findings;
3.8. Ensure no repeat findings in the internal audit report and implement corrective actions on existing
findings;
3.9. Monitor and check on employee capacity needs.
MINIMUM REQUIREMENTS
1. Experience and Qualification
Bachelor of Commerce degree in Accounting, Finance Management or Accounting Sciences and completed articles.
A postgraduate qualification in accounting will be an added advantage;
A CA(SA)/ACCA/CIMA or equivalent will be an added advantage;
Minimum of 5 years' experience as a Management Accountant or in a financial management and/or auditing
environment, 2 years' experience of which should be at a supervisory level;
Must be a registered member of at least one (1) Finance Professional Body;
Experience in Financial Management Framework within the corporate or public sector, particularly in the SETA
environment, will be advantageous;
Extensive experience, a thorough knowledge of GRAP and all computerised accounting systems standards;
Proficiency in financial reporting software and Microsoft Office packages with advanced Excel skills;
Experience in dealing with internal and external audit engagements;
Excellent knowledge of reporting procedures and record keeping;
Understand business risks and have the technical knowledge to implement appropriate controls.
2. Knowledge and Skills
2.1 Knowledge and understanding of:
Business Administration;
Financial management and business systems knowledge including Accounting Software and MS Office;
Financial Management and Management Accounting;
GRAP;
Information Technology Management;
Programme Management;
Relationship Management;
Risk Management and Corporate Governance;
Strategic Planning and Budget Management;
A good understanding of Supply Chain Management processes and procedures;
Legislations as follows; PFMA, Treasury Regulations, SDA, SDLA, BCEA, Contracting Laws, Tax Laws and other
relevant legislation.
2.2 Skills
Excellent written and spoken communication skills;
Exceptional analytical skills and attention to detail;
Strong communication skills, with an ability to distil complex financial information to non-financial
stakeholders;
Ability to work independently and manage multiple deadlines
Demonstrated ability to identify and implement process improvements
Must be a self-driven individual with the following skills: Strategic capability and leadership, Finance
Management, and Project Management.
In addition, the individual must have problem-solving, analytical, and excellent interpersonal skills and
the ability to manage people and performance management systems.
Ability to meet strict deadlines and work under pressure, ensuring the accuracy of information.
