PATH is recruiting a Senior Finance Officer for its Project Office in Johannesburg, South Africa. The Senior Finance officer will work closely with the country representative, based in South Africa, the Southern Africa Hub, based in Lusaka, Zambia and the Director of Operations for the Africa Region based in Kenya. The main responsibilities will include managing the South Africa office's finance, administrative, procurement, compliance and other reporting and external relations duties that will contribute to PATH's commitment to accelerating health equity. The Ideal candidate will have a proven track record of financial and project management and leadership experience.
RESPONSIBILITIES:
Leadership and Management
Manage and serve as a contact resource for South Africa operations, finance, facilities and administration activities.
Apply PATH internal controls for country operations in accordance with PATH global and South Africa office policies and procedures, and within regional accountability as applicable
Participate in annual review of internal South Africa office policies and procedures
Financial Management /Budgeting
Participate in the annual South Africa office Overhead & Facilities budget preparation.
Capture budgets into PLAN BUD for costs assessment.
Enter Overhead and Facilities budgets into Business World (BW), annually, quarterly, and additionally as necessary.
Monitor and manage the South Africa Overhead and Facilities budgets and update as and when requested by FP&A& Facilities.
Assist with proposal budgets
Accounting/Finance:
Ensure all PATH South Africa central services (non-project specific) vendor invoices are tracked and paid per designated deadlines or on a timely basis (i.e., telephone, photocopier, Rental, Statutory payments)
Complete Accounts Payable posting steps to GL update for all South Africa payments ad reconcile balance sheet items.
Enter journals including payroll for review and posting by International Accounting Services (IAS).
Perform monthly Bank Reconciliations in BW Desktop
Adhere to daily and month-end close financial processes and tasks.
Complete and e-file VAT monthly declaration and refund request submission.
Payroll Administration:
Review South Africa employee timesheets for accuracy and enter payroll in Pastel Payroll (outside BW) and reconcile staff leave days to correlate with BW days.
Set up new consultants in Pastel Payroll System for tax deductions.
Remit monthly PAYE, UIF & SDL and Provident Fund to applicable South Africa entities.
Submit Compensation Fund and STATS SA return annually and quarterly respectively.
Distribute tax certificates to staff and consultants for their Annual Tax returns filing.
Submit monthly contribution schedule to Alexander Forbes for monthly investment allocation
Ensure that Provident Fund/Pension (Alexander Forbes) and Medical Aid (Discovery Health) forms are accurately completed and submitted for new and leaving staff members.
Serve as point of contact for Provident Fund/Retirement (Alexander Forbes) and Medical Aid (Discovery Health).
Banking:
Prepare and submit monthly Cash Advance requests to HQ to ensure adequate cash flow for South Africa office.
Serve as liaison with PATH's bankers and perform bank agency duties as required
Monitor bank account balances to ensure accuracy and solvency, verify and confirm incoming funds,
Statutory Compliance:
Serve as a point person on PATH South Africa legal matters in collaboration with HQ/Legal department and maintain and complete all statutory requirements are required.
Coordinate change of directorships
Coordinate and prepare external annual audits for filing PATH South Africa annual returns with Companies and Intellectual Properties Commission (CIPC)
File PATH and OATH annual returns with CIPC for compliance purposes.
Ensure compliance with South Africa Revenue Services (SARS) in filing Annual Income Tax Returns (IT12EI).
Audit:
Facilitate Internal and External Audits
Coordinate, and provide or collect from projects, information required for internal and external audits.
Validate year-end annual financial statements and prepare balance sheet schedules and reconciliations for external audit.
Attend and address auditors' queries and follow up on findings and recommendations made by internal and external auditors after each audit.
Contracts and Agreements through Salesforce:
Facilitate Audit Engagement Letters for Legal review and sign consulting service agreements where necessary.
Approve ZA payment requests for payment processing.
Facilities and asset register maintenance
Coordinate with PATH Facilities on identification and negotiation of office space and office workspace requirements.
Coordinate and monitor office space and renewal
Coordinate office access (new access cards for new staff, visitor's access, parking e.t.c)
Review and update a consolidated inventory record (Asset Register) of equipment, furniture and disposal thereof on quarterly basis.
Procurement & Travel:
Maintain a good understanding and implementation of PATH Procurement and Travel Manual
Oversee whether purchase orders are following South Africa Procurement Policy Annex. Approve Pos where required
Provide support to PA on airline, accommodation and transfers bookings, and other service providers.
Maintain the travel agency account and update ATH global travel system as required
Human Resource:
Onboard new staff on PATH benefits like, provident fund/retirement, medical aid and other employment requirements.
Train new staff in relevant BW menu fields.
Assist staff and HR, IAS and projects with local HR-related requirements.
Point of contact for Alexander Forbes, Discovery Health and Unemployment Insurance Fund
Prepare and complete Termination Checklist Forms where applicable.
Complete UI19 (Unemployment Insurance Fund) for staff leaving PATH.
REQUIREMENTS:
Education: BSC/BA in accounting, finance or relevant field; MSc/MA/MBA, CPA/ACCA /CIMA professional certification is essential.
Work Experience: 10+ years managing or leading financial and operation teams at country level.
Leadership: Proven leadership skills with an ability to provide guidance and support.
Communication and Collaboration: Excellent communication and interpersonal abilities. Ability to collaborate effectively with various teams and stakeholders.
Organizational Skills: Excellent organizational and time management skills.
Financial Acumen: In-depth knowledge of finance and accounting principles, solid knowledge of financial analysis and forecasting. An analytic mind with strategic ability.
Communication: Excellent oral and written communication skills in French and English.
Ability to persuade and influence different types of audiences
Software Proficiency: Strong proficiency in MS Outlook, Word, Excel, and advanced ERP accounting systems. Knowledge of Unit4 Business World and Salesforce a plus.
NGO Experience: Prior experience in an NGO or similar environment is very advantageous.
Donor Knowledge: Familiarity with international donor project management and compliance is a plus.
Languages: English is mandatory, French is advantageous.
