Purpose of the Job

The Senior Compliance Officer assumes the pivotal role of a Group Compliance Subject Matter Expert (SME) within Wine & Liquor. Their primary objective is to analyse and report on compliance risks within the Group Compliance Risk Framework, providing strategic inputs to enhance compliance strategies and mitigate risks effectively. Acting in a second line assurance capacity, the Senior Compliance Officer collaborate with business stakeholders to identify, define, and execute compliance-related activities, fostering a culture of proactive compliance awareness and advisory services within the organisation. The Senior Compliance Officer's role is instrumental in facilitating compliance monitoring activities, ensuring adherence to policies and procedures, and driving continuous improvement initiatives to address compliance gaps and mitigate risks across Wine & Liquor.

Job Objectives

Strategic Compliance Oversight:
Analyse and report on compliance risks within the Group Compliance Risk Framework.
Provide inputs to the Group Compliance strategy and collaborate with business stakeholders to define compliance-related activities.
Compliance Advisory Services:
Act as a central point of reference and expertise in compliance-related matters for functional business units.
Provide proactive guidance and support in addressing compliance gaps and risks.
Assist with acquisitions like purchase agreements and transfer applications.
Compliance Monitoring and Reporting:
Establish and recommend effective compliance monitoring mechanisms to ensure adherence to laws, regulations, and policies.
Prepare and submit comprehensive compliance reports to management and regulatory authorities.
Monitor store compliance, identify deviances and mitigate risks.
Maintain the Liquor Shop Compliance system for all stores.
Policy and Procedure Development:
Research and draft compliance governance policies in alignment with relevant laws and regulations.
Maintain existing policies and procedures to reflect changes in regulatory requirements.
Coordinate legal matters of Liquor Shop business (e.g., compliance notices).
Manage licence applications for new business development.
Manage current applications and ensure final approval.
Coordinate and ensure stores adhere to legal requirements.
Manage minor applications (e.g., managerial appointments, structural change applications etc.)
Stakeholder Engagement:
Engage with internal stakeholders to understand business operations and compliance needs.
Engage with external stakeholders (e.g., liquor boards) and manage relationships.
Collaborate with senior decision-makers to shape and influence compliance practices.
Continuous Improvement Initiatives:
Drive continuous improvement initiatives to enhance compliance processes and procedures.
Stay abreast of regulatory changes and industry trends, incorporating best practices into compliance strategies.
Stay abreast of all provincial liquor legislations and application procedures.
Qualifications

Admitted Attorney or CA(SA) with the necessary Degree: B.Compt; B.Compt Honours, B.Com Law LLB; B.Proc; BA Law with LLB or LLB (preferred).
Membership in the South African Compliance Institute (CISA) with adherence to the CISA Code of Conduct (essential).
Experience

+6 years' experience as a Compliance Officer in a Group Governance and Compliance team, with specific exposure to governance, compliance, and risk practices within the context of Group-wide frameworks, policies, procedures, and guidelines (essential).
Exposure to applying King IV principles, relevant laws, regulations, and best practices as they relate to the Group and specific business areas (essential).
Regulatory knowledge and experience with liquor regulations in South Africa and Africa.
Familiarity with Group-related monitoring mechanisms and audit procedures (essential).
Understanding and exposure to creating and managing compliance-related knowledge assets for alignment, learning, and guidance within a central repository (essential).
Additional exposure to Group-wide or cross-functional matrix structures is highly beneficial.
