Job Description

Preparation of maintenance project estimates; and cost plan and maintenance project budgeting

Compile cost estimates for departmental projects based on design plan and provide accurate current cost information. Provide accurate cost projections on market trends and inflation. Compile pre-tender pricing estimates. Compare previous estimates based on final information. Submit feasibility reports. Advise and assist with preparation and adherence to project costing budgets. Determine type of bill of quantities or specification in partnership with the CFM/Projects Managers. Conducting pre-tender reconciliation of bills of quantities with specifications. Advising Contracts/Project Manager on negotiation with tenderers within the mandate.

Implement control measure and controls for effective tender and final scope documentation shared with potential tenderers

Contribute to the preparation of tender documents to ensure measurable requirements. Compile bills of quantities, etc. aligned to internal standard operating procedures. Develop and update standardized bills/schedules of quantity. Support projects managers by contributing to the development of specifications, schedule of rates and relevant work breakdown structure. Provide advise during tender evaluation by doing technical evaluation of cost comparison and calculation fees undertaking costs analysis for repair and maintenance project work. Provide tender and quotation documentation, from design specifications for maintenance projects, extensions, alteration, modernisation, rehabilitation and refurbishment work, for submission by the in- house workforce, subcontractors or external resources. Provide analysis and report on tender rates and prices.

Reconciliation and forecast of expenditure

Analyse costs and contract document structure and provide feedback on relevant areas. Evaluate and negotiate on cost related contractual issues and report accordingly. Perform risk and value management and cost control. Provide any cost information, analysis of maintenance projects during contract administration and final account stages. Measure contract work from scope development and on-site for compiling and to close-up phase.

Monitoring and inspection of maintenance projects' performance aligned to costs and progress payment.

Undertake valuations and ensure payments for contracted services are claimed / made in accordance with the Contract's standing orders and financial policies. Prepare and develop standard operating procedure for maintenance projects planning and monitoring. Monitor/measure actuals against available budget and % of work completed. Monitor and control the payment process in line with work completed. Administration of contracts (i.e. site inspections/measurement, payment. Compile and present management reports. Preparing bills of measurements for final accounts. Provide cost advice on proposed variations / scope creep, forecasting of expenditure and estimated final costs. Prepare valuations and contract price adjustment calculations. Attend project specific site meetings liaising with respective project manager and contractor. Ensure that business commercial processes are adhered to at project level.

Project Expenditure Reporting.

Notify key areas of concern on maintenance projects to be addressed by CFM/ Project Manager. Develop action plan to deal with the key areas of concerns and ensuring the implementation of the action plan. Constantly monitor the implementation of the action plan. Update the senior leadership management team member and project managers on potential problem areas. Monitor maintenance project cash flow forecasts. Measure, value, submit and negotiate contract variations in partnership with Project managers/CFM.

Required Academic Qualification & Years of Work-Related Experience

BSc degree (Quantity Surveyor), or B-tech degree (Quantity Surveyor) NQF Level 7 At least 8 years' experience working as a Quantity Surveyor At least 2 years' experience working in Cost Controller within the facilities management and operations environment 5 years of which to be in the Education Sector.

Desirable Requirements

Minimum 8 years' experience in the facilities management and operations environment, 5 years' experience of which to be in the Facilities management and operations environment. Professional Quantity Surveyor (PrQS) registered with the SA Council for the Quantity Surveying Profession (SACQSP)

Competencies (Knowledge, Skills and Behaviours)

Knowledge of construction materials, construction methods, and the appropriate tools to construct objects, structures, and buildings Knowledge of public safety, and security operations, rules, regulations, precautions, prevention, and the protection of people, data, and property Knowledge of numbers, their operations, and interrelationships including arithmetic, algebra, geometry, calculus, statistics, and their applications. Knowledge of design techniques, principles, tools and instruments involved in the production and use of precision technical plans, blueprints, drawings, and models, designs, repair and maintenance, regulations, organisational planning, design principles. Knowledge of various types of contracts, e.g., JBCC, NEC, GCC, FIDIC, etc. Knowledge of Quantity Surveying with Building and Civil Contracts. Ability to work as a team of operations and facilities management team members, engineers. Good knowledge of costing Good negotiation skills Computer literate (MS Packages and Win QS)
